Specifications include, but are not limited to: A. SNOW AND ICE REMOVAL: The intent of this service is to combat adverse weather conditions in a comprehensive, proactive, and orderly manner that results in a high level of quality and safety for Virginia ABC and its customers. The Contractor shall ensure that snow and/or ice are removed from all parking lot(s), sidewalks, loading docks, and entranceways prior to the Virginia ABC Store location’s opening, twenty-four hours a day, seven (7) days a week. 1. Snow and ice removal shall be in accordance with Industry Standards for Snow and Ice Management Services. 2. In most situations, the Contractor shall immediately proceed with snow removal without approval from Virginia ABC when the accumulation of snow is at least three (3) inches deep, or if a Virginia ABC Store Manager or designee requests before three (3) inches of snow has accumulated and if additional accumulation is anticipated. Timing of the clearing shall be coordinated for employees to arrive at the location by 8AM EST, and leave as needed. 3. If the accumulation is less than three (3) inches, the Virginia ABC Store Manager or designee shall determine the necessity for snow removal and notify the Contractor if services are required. Contractor must be available and respond immediately upon notification from the Virginia ABC Store Manager or designee and Contractor must respond to requests to perform snow/ice removal and/or apply appropriate de-icing/ice melt agent application within two (2) hours of contact. a. Parking lot grates and gutter drains shall not be blocked by piles of snow to allow for water to drain from the site when the snow or ice is melting. 4. The Virginia ABC Store Manager or designee may, at any time, notify the Contractor that snow and/or ice removal services are or are not required. The Virginia ABC Store Manager or designee will attempt to provide a minimum of two (2) hours’ notice when services are required. No additional fees shall be charged. 5. Reasonable attempts should be made to provide complete service in as few pushes as necessary (i.e. wait until snow ceases falling to provide services UNLESS the Virginia ABC location will be opening before the snow ceases &/or the Store Manager has requested services). 6. Hourly rate will commence at the time the operator begins snow/ice removal on Virginia ABC premises. All accumulated hourly rates will be based on straight time only, including night and weekend hours, and billed in 15 minute increments. Snow and ice removal services are required solely on an as-needed basis. No payment will be made if services are not required. 7. Contractors must use plows of sufficient size, and have commercial quality salt/sand spreading equipment to remove snow and ice from the driveways and parking lots at the locations. Manual broadcast spreading with a shovel from the bed of a pick-up truck does not provide sufficient coverage to driveways and parking lots. 8. Ice melt application is expected following most clearings and shall be billed for actual amounts used; this is not the same as an Ice Melt pretreatment. Additional manual labor time will not be paid for ice melt application.
