Specifications include, but are not limited to: The Contractor shall furnish all labor, equipment, and materials to remove snow and/or ice from sidewalks, parking lots and other designated areas as required by the Facility Supervisor. An on-site supervisor that speaks fluent English must be present while the work is being performed and must communicate with the Facility Supervisor if any issues arise. A. SERVICES PERFORMED PRIOR TO SNOW EVENTS 1. Preparation a. After award but prior to the first weather event, the Contractor and Facility Supervisor shall meet to discuss the Contractor’s plan for meeting the requirements of the Scope of Work. The Contractor shall provide current contact information for key personnel responsible for contract performance. b. Prior to the first event, the Contractor shall flag curbs and such areas that can be damaged and take pictures of any pre-existing damage. c. Upon anticipation of receipt of snow and/or ice, the Facility Supervisor will discuss DFS’s expected needs with the Contractor approximately two to three days prior to the expected event. At that time, the type(s) of equipment needed to perform the job will be determined. The equipment to be used must have already been pre-approved by the Facility Supervisor, as submitted on Attachment B - Equipment List. The Facility Supervisor may also request that the Contractor appear on site prior to the snow event and, if so, will specify a day/time for the Contractor to arrive (see “Stand-By Time” in Section II.A.3. below). 2. Pretreatment Upon request from the Facility Supervisor, the Contractor shall apply Calcium Magnesium Acetate (CMA), also referred to as “ice melt”, to the parking lot, loading dock, sidewalk, and other designated areas as necessary to prevent snow and ice build-up. No salt, sand, or mixture of the two, is to be used as a substitute for CMA or “ice melt”. After the initial pre-treatment, treatment shall continue for each additional two (2) inches of precipitation until the storm ends. 3. Stand-By Time a. Scheduling For snow/ice events expected to accumulate two (2) inches or more, the Facility Supervisor may request that the Contractor arrive four (4) hours prior to the start of the expected weather event and will clearly communicate the scheduled date and time with the Contractor two to three days in advance of the weather event, as per Section II.A.1.c. above. Stand-By Time may be terminated by the Facility Supervisor, either before the weather event or while 4 the Contractor is on site, if the weather event is no longer imminent. DFS reserves the right to adjust the Contractor’s expected arrival time if the forecast changes. In this case, DFS will make every effort to give sufficient notice to the Contractor prior to adjusting the Contractor’s arrival time. If a forecast change causes Stand-By Time to be terminated early or cancelled, and the Contractor has already deployed equipment, DFS will pay the Contractor for a minimum of two (2) hours for their time. b. Equipment and Operator(s) The Contractor shall provide the pre-approved piece(s) of equipment, as discussed with the Facility Supervisor prior to the weather event, and park this equipment in the parking lot of the Northern Laboratory at the date and time requested per Section II.A.3.a. above. Each piece of equipment shall have an operator. The equipment and operator shall stay on site for the duration of Stand-By Time. c. Billing For billing purposes, Stand-By Time is defined as the length of time between the arrival of the equipment/operator on site at DFS Northern Laboratory and the commencement of the snow/ice event. Because the weather event may commence later than expected, actual Stand-By Time may be longer than four (4) hours. If the weather event commences sooner than the expected four (4) hours, billing for Stand-By Time ceases once the snow or ice event begins. At that time, the standard hourly rate for the specific piece of equipment used will take effect, per Section X. Pricing Schedule. The Facility Supervisor and Contractor must agree on the actual time the snow/ice started to fall and document the agreed-upon time so that billing for Stand-By Time will be accurate and agreeable to both parties. DFS will pay the Contractor Stand-By Time at a rate of 50% of the regular hourly rate for the specific piece of equipment with an operator, as submitted on the Pricing Schedule (Section X.). The Contractor must receive express authorization by the Facility Supervisor or designee to report for Stand-By Time. Failure to do so prior to reporting may jeopardize payment to the Contractor.
