Specifications include, but are not limited to:GENERAL REQUIRMENTS: The Contractor shall furnish all labor, equipment and materials necessary to remove snow / ice from parking lots, sidewalks, visitor / employee entrances and loading dock area. Contractor shall be responsible for the repairs of curbing, parking bumpers, asphalt and paving if it’s found damage to such areas were caused by negligence on the part of the Contractor while performing snow / ice removal. GENERAL PROCEDURE: The Contractor shall immediately proceed with snow removal services without the approval of NVMHI when the accumulation of snow is One-(1) inch in depth and it is continuing to snow. If the accumulation is less than One-(1) inches, NVMHI Contract Administrator or designee from NMVHI shall determine the necessity of snow removal and notify the Contractor. Upon notification the Contractor SHALL be on site within (2) hours. EQUIPMENT, MATERIAL AND PERSONNEL REQUIREMENTS: The Contractor shall have necessary equipment available for snow / ice clearing services. All equipment used under this contract shall be operated and maintained in a safe and mechanically reliable condition. Any equipment found not acceptable shall not be allowed on property. The Contractor shall spread sand or chemically treated sand when surface icing has occurred. Sand and snow melting materials shall be provided by the Contractor as needed. Only chemicals, which have been approved for use by the Environmental Protection Agency and the Virginia Department of Transportation, shall be used. Gravel and or gravel dust shall not be used. The Contractor shall remove all sand and de-icing residue from the parking lots and sidewalks, at the request of the agency and dispose of them in a proper and legal manner. The contractor shall shovel snow from sidewalks, steps and entrance ways. CONTRACTOR’S EMPLOYEES: The Contractor shall furnish experienced equipment operators with good operating records who are safety conscious and who shall exercise reasonable care in the performance of required services. All operators shall have at least one (1) year’s experience in the operation of such equipment and shall possess a valid driver’s license issued by the state of residence. RECORD OF SERVICES: All work performed under this Contract shall be supported by daily job tickets prepared by the Contractor. Job tickets shall be on the Contractors format as approved by agency. Each job ticket shall reflect activities performed to include time of arrival and departure of each item of equipment, the number of groundsmen on the job, and types and quantities of materials used. The job ticket shall be authenticated daily by Agency contractor administrator or designee. The original authenticated job ticket(s) and the Contractor’s materials invoice(s) shall be submitted with the invoice as supporting documentation for equipment hours billed. CONTRACTOR MINIMUM QUALIFICATIONS:: The Contractor shall be experienced in the removal and disposal of snow and ice from parking lots, driveways, sidewalks etc.,. The Contractor shall provide parking lot clearing, walkway clearing and apply sand and or/de-icing agents to establish a safe walking area for staff and citizens. Sand and/or de-icing agents must be environmentally friendly and approved for use on concrete and asphalt services. These agents must be applied as needed to cleared parking areas and sidewalks after snow and ice removal to prevent ice formation for safety.
