Specifications include, but are not limited to:The Contractor shall furnish all labor, supervision, equipment, supplies, and materials to perform snow and ice removal services during the seasonal months of service, but are not limited to, October through April (“Snow Season”). i. Snow and ice removal shall be in accordance with Industry Standards for Snow and Ice Management Services. ii. In most situations, the Contractor shall immediately proceed with snow removal without approval from the Virginia ABC when the accumulation ofsnow is at least three (3) inches deep or if a Virginia ABC Store Manager or designee (Contract Administrator) requests before three (3) inches of snow has accumulated and if additional accumulation is anticipated. Timing of the clearing is usually coordinated so that employees can arrive and leave from the location starting at 8:00a.m. iii. If the accumulation islessthan three (3) inches, the Store Manager or designee shall determine the necessity for snow removal and notify the Contractor ifservices are required. Contractor must be available and respond immediately upon notification from the Store Manager of designee and Contractor must respond for requests to perform snow/ice removal and/or apply appropriate deicing/ice melt agent application within two (2) hours of contact. 1. All means of egress (front, rear, & side) driveways, parking lots, walkways, steps, stoops, & loading dock if applicable. 2. Parking Lot Grates and Gutter drains shall not be blocked by piles of snow to all for water to drain from the site when the snow or ice is melting. iv. The Store Manager or designee may, at any time, notify the Contractor thatsnow and/or ice removal services are or are not required. The store manager or designee will attempt to provide a minimum of two (2) hours’ notice when services are required. No additional feesshall be charged. v. Reasonable attemptsshould be made to provide complete service in as few pushes as necessary (i.e. wait until snow ceases falling to provide services UNLESS the Virginia ABC location will be opening before the snow ceases). vi. Hourly rate will commence at the time the operator begins snow/ice removal on Virginia ABC premises. All accumulated hourly rates will be based on straight time only, including nights and weekend hours. Snow and ice removal services are required solely on an as-needed basis. No payment will be madeif service is not required. vii. Contractors must use sufficient size plows, and have commercial quality salt/sand spreading equipment to remove snow and ice from the driveways and parking lots at the locations. Manually broadcast spreading with a shovel from the bed of a pick‐up truck does not provide sufficient coverage to driveways and parking lots. viii. Ice melt application is expected following most clearings; however, a separate quotation for applications is requested on the pricing schedule in the event that these services are required without the need for shoveling/plowing. ix. Environmental low corrosive ice melt chemical is required, but this may be adjusted by the Contract Officer depending upon conditions. Comparable traction/deicer mixtures can be used if approved by the Contract Officer. Truck speed and spreader flow must be regulated to ensure that the application is heavy enough to provide safe conditions. Contractors are to use calcium chloride pellets on walkways and steps. Contractors spreading too thin will be required to re‐apply ice melt at their own expense. x. Clearing of snow and ice must be done in a quality manner which allows for safe passage and does not promote the build‐up of ice. Snow must not be piled up or blown onto or in front of neighboring properties, public streets, garage doors, loading docks, utility units, fire hydrants, walkways, or other entrance or egress points. Banking of snow, when necessary, shall be limited in height so as to not restrict visibility. xi. Prior to or upon arrival at each location and before commencement of clearing, contractor will notify the store manager or designee to allow staff to move vehicles so that a complete clearing of the driveways and parking areas can be done. Contractor must notify Store Manager or designee before leaving the premises if vehicles are not moved and clearing is compromised. Proper care and diligence shall be exercised in the performance of service at all times, especially so inthe presence of customers, employees, and/or vehicles. xii. When removing snow (shoveling/plowing), contractor is to ensure adequate room for wheelchair maneuverability in cleared walkways, sidewalks around the store, steps, ramps, all entry doors or loading docks. All clearings must be wide enough to accommodate wheelchairs. xiii. Hand shovels and/or snow blowers ONLY (no motorized equipment) shall be used to remove snow and icefrom sidewalks and entranceways, unless prior approval has been provided by the Store Manager or designee. xiv. In the event the Contractor does not provide acceptable services within the time specified, Virginia ABC reserves the right to obtain another vendor to begin snow/ice removal and/or ice melt application immediately. Any excess cost over the amount paid under the contract will be charged back to the Contractor under contract for that location. xv. Only qualified operators and proper equipment will be used along with special efforts to prevent abuse and damage to surfaces of paved roads, walks, curbs, barriers, landscape effects or grass areas. The Contractor shall be responsible for the repair of all damage to property, landscape, walkways, or any structures of the Virginia ABC or neighboring properties caused by the contractor’s employees or equipment. xvi. Contractor is to adhere to local/state noise control ordinances/laws.
