PERFORMANCE STANDARDS FOR SNOW AND ICE REMOVAL: • The Contractor shall meet the same level of service that VDOT provides with its own forces. • The Contractor shall utilize the method of tandem plowing to always keep two (2) lanes or more open and passable to the prudent driver. • All roads assigned by VDOT Contract Administrator (CA) from this contract shall be maintained in a manner so that all pavement travel lanes for mainline pavement, ramps, turn lanes, crossovers, intersections, underpasses, overpasses, and bridges shall be kept passable so that traffic can proceed in a safe and orderly manner throughout the inclement weather occurrence. • It is expected that the condition of the mainline pavement and associated turn lanes, ramps, shoulders and intersections shall be kept passable and safe for drivers during the entire winter weather event. The Contractor must provide constant attention from such issues as freeze backs and loss of turn lanes even after clearing the roads. • All paved shoulders shall be at least 90%-100% free of frozen precipitation and pushed back at least twelve (12) inches beyond the edge of pavement within twelve (12) hours of the falling precipitation ceasing. • The Contractor shall ensure by his/her signature on this bid the capacity to perform work under this contract, even though there may be other contractual responsibilities to VDOT or elsewhere. The Contractor shall not offer equipment that is obligated under other contracts for the same service. PERFORMANCE STANDARDS FOR CUT AND TOSS TREE REMOVAL: • The work shall consist of clearing of vegetative debris, generated by the snow/ice storm, that is blocking the travel lanes of the roadway. • VDOT will, in the event of an ice storm, contract with additional cut/toss crews and use State forces to supplement the cut/toss crews provided on this contract. • It is expected that the roadway and associated turn lanes, ramps, shoulders and intersections shall be kept passable and safe for drivers during the entire winter weather event. Any fallen tree or woody debris shall be cut and/or tossed at least twelve (12) inches beyond the edge of the roadway. EQUIPMENT FOR SNOW AND ICE REMOVAL: The Contractor shall provide the following equipment with operators in accordance with the terms and conditions herein: LOT ONE: Eight (8) Single Axle Dump trucks with a 3-ton minimum equipped with: • Minimum 11 ft snowplows • Minimum 5.5 Cubic Yard (CY) Chemical and Sand Spreaders • Cellular phones, Two (2) way radio devices • AVL Equipment Requirement (See page 6) Six (6) Tandem/Multi Axle Dump trucks equipped with: • Minimum 11 ft snowplows • Minimum 10 CY Chemical and Sand Spreaders • Cellular phones, Two (2) way radio devices • AVL Equipment Requirement (See page 6) Four (4) minimum 23,000- 25000 lb Motor graders One (1) Rubber Tire Loader • Minimum 110 HP • Minimum 2-yard bucket Two (2) Backhoes Two (2) Dozers One (1) Snowblower Eight (8) Tractors, 4 x 4 Two (2) 4 x 4 Pickups with plow and spreader Two (2) supervisor pick-up trucks 4x4 shall be equipped with two (2) way radios. The supervisor shall also have a cellular phone. The supervisor shall always have communication with each piece of equipment/operator in service during snow/ice removal.
