Specifications include, but are not limited to: The purpose of this request is to solicit Bids to establish a SNOW REMOVAL SERVICES term contract with qualified Business source that can provide snow and/or ice removal service for any or all of the listed Customer Services Centers (CSC) in the Bristol District of the Department of Motor Vehicles (DMV), an agency of the Commonwealth of Virginia. 1.The Contractor shall be responsible for the removal of snow and/or ice from the facility’s parking lot(s), sidewalks, and entranceways; the Contractor may be required to continue service until these areas are free of snow and ice (a single pass may not be acceptable). Snow and ice removal shall be in accordance with industry standards, and shall be of acceptable quality to the DMV Contract Administrator upon work completion. 2.The Contractor shall immediately proceed with snow removal without approval from the DMV when the accumulation of snow is at least three (3) inches deep. Reasonable attempts should be made to provide complete service in as few pushes as necessary (i.e. wait until snow ceases falling to provide services UNLESS the DMV location will be opening before the snow ceases). 3.If the accumulation is less than three (3) inches, the Contract Administrator shall determine the necessity for snow removal and notify the Contractor if services are required. The Contractor shall be on-site to provide services within two (2) hours of such notification. 4.The Contract Administrator may, at any time, notify the Contractor that snow and/or ice removal services are or are not required. The Contract Administrator will attempt to provide a minimum of two (2) hours’ notice when services are required. No additional fees shall be charged. 1.The Contractor shall have the necessary type of equipment required to perform snow/ice removal services in accordance with industry standards. The Contractor shall be fully capable of performing the required services as needed to allow the DMV location to open and conduct business as scheduled. 2.All equipment used under this contract shall be operated safely and maintained in a mechanically reliable condition. 3.Grounds men shall be used to shovel snow from sidewalks, steps, and entranceways. 4.Ice Melt/Surface Icing a) During icy conditions, or upon direction from the Contract Administrator, the Contractor shall spread sand, chemical treatment (i.e. ice melt) or chemically treated sand when surface icing has occurred. The price provided for de-icing shall be all-inclusive (labor, material, equipment, and supplies). b) Unless preauthorized by the Contract Administrator in writing, pretreatment (liquid or chemical) of paved surfaces is not required. Liquid chemical pretreatment shall be separately priced and not included with the push (event) rate. c) Only chemicals which have been approved for use by the Environmental Protection Agency and the Virginia Department of Transportation shall be used. Gravel and/or gravel dust shall not be used. Ice melt shall be a blend of sodium, magnesium, and calcium chloride, or as approved by the Contract Administrator. d) Removal of ice from parking lots is required through scraping unless otherwise directed by the Contract Administrator. Ice melt shall be applied to sidewalks only, and shall only be applied by grounds men.
