The Contractor will work in partnership with the City to provide professional support services in the implementation and ongoing administration of short-term rental monitoring, identification, and permitting including, but not limited to, the following: i. The Contractor will monitor all applicable short-term rental websites used for short-term rentals in the City of Norfolk. This can include, but is not limited to, Airbnb, Vrbo, Expedia, Tripadvisor, Booking.com, etc. ii. The Contractor will provide on-demand reports, in map and database format, of all active short-term rental units located in Norfolk, including those that are registered and not registered. Reports will be able to be organized by property, not by listing. The supplied reports will provide the following information: 1. Property address 2. Compliance status 3. Contact information of Owner or Property Manager 4. Rental type (Homestay, Vacation Rental, Hotel, etc.) 5. Number of bedrooms and bathrooms at the property 6. Listing URL 7. How long the property has been listed online 8. Number of bedrooms available for rent and the maximum number of guests permitted 9. Rental activity during the current and prior months 10. Screenshots of active listings iii. The Contractor will not contact property owners/managers/renters. Notification of violations will be handled by the City. iv. The Contractor will supply a mobile-friendly web-based permitting portal for short-term rentals capable of gathering data submitted by applicants, allowing City staff and applicants to upload required documents, allowing City staff to review and approve the use of shortterm rental on the property, and generating an approval notification to the applicant. v. The Contractor will provide the City with an unlimited number of authorized users for access to the software. vi. The Contractor will provide training for City staff to utilize the software at both commencement of the Contract and on-demand for new City staff. vii. The Contractor will make available unlimited on-demand technical assistance to City staff and permit applicants needing help in using and accessing the software. viii. All data generated or collected by the Contractor will belong to the City. At the end of the contract term, the Contractor will provide this data to the City in an electronic format acceptable to the City and remove it from the Contractor’s database.
