The contractor shall furnish all labor, supervision, equipment, tools, parts and materials as necessary to pump and haul domestic wastewater from the North and South Island of the Monitor Merrimac Memorial Bridge Tunnel (MMMBT), the North and South Island of the Hampton Roads Bridge Tunnel (HRBT) and discharge at a Hampton Roads Sanitation District (HRSD) treatment plant. All work shall be in compliance with regulations set forth by the Occupational Safety and Health Administration (OSHA), Virginia’s Occupational Safety and Health Compliance Program (VOSH), Virginia Department of Environmental Quality (VDEQ), Virginia Department of Health (VDH), Virginia Department of Motor Vehicles (DMV) and any other applicable federal, state, and local regulations. Bidder must be a regular provider of septic tank pumping services. Location 1: Monitor Merrimac Memorial Bridge Tunnel (MMMBT) – North and South Islands: (Holding Tank Capacity: 1,500 gallons) The contractor shall: 1. Provide septic tank pumping service for the MMMBT South Island on Mondays, Wednesdays, and Fridays of each week between the hours of 6:00 a.m. and 5:00 p.m. except on holidays. Note: The estimated volume to pump each service day ranges from 500 to 1,000 gallons. 2. Provide unscheduled/as needed service to the MMMBT’s North and South Islands. The contractor shall respond to a call for service and be on site with equipment and perform requested service within four (4) hours of notification from the Department. The contractor shall provide a point of contact and telephone number for twenty-four (24) hour service. Location 2: Hampton Roads Bridge Tunnel (HRBT) – North and South Islands (total of 4 tanks - 2 tanks on each island): (Holding Tank Capacity: 500 gallons) The contractor shall: 1. Provide unscheduled /as needed service to HRBT’s North and South Islands. The contractor shall respond to a call for service and be on site with equipment and perform requested service within four (4) hours of notification from the Department. The contractor shall provide a point of contact and telephone number for twenty-four (24) hour service. A. Requirements: 1. The contractor shall have and maintain a valid wastewater discharge permit issued by the Hampton Roads Sanitation District and a sewage handling permit issued by the Virginia State Board of Health. The contractor shall furnish a copy of the above permits to the Department upon request. The contractor shall notify VDOT if there is a change in the disposal site(s) at the time of change. Bidders shall list the treatment plant(s) to be utilized during the period of the contract below: Name of Treatment Plant(s): _______________________________________ _______________________________________ 2. Service Tickets: The driver/hauler shall leave a signed service ticket with Department Staff as follows: MMMBT South Island – (M, W, F service) - ticket at time of service MMMBT South Island (unscheduled/as needed service) – ticket at time of service MMMBT North Island (unscheduled/as needed service) – ticket at time of service HRBT South Island (unscheduled/as needed service) – ticket at time of service HRBT North Island – (unscheduled/as needed service) - ticket at time of service Service tickets shall include the date(s) of service, location and island, driver signature and volume pumped. 3. Provide septic pumper trucks with a minimum tank capacity of 1,000 gallons to service all specified locations. VDOT reserves the right to inspect the contractor’s equipment prior to start up of work and as requested during the contract term. 4. Ensure drivers are licensed and qualified to operate the septic pumper trucks. 5. Immediately notify the Department Representative of any concerns/problems with the tanks.
