Specifications include, but are not limited to:The intent and purpose of this Invitation for Bid (IFB) is to establish a term contract with a qualified security agency for unarmed security officers, hereinafter referred to as Campus Safety Officers (CSOs), for services to be performed at the Blue Ridge Community College Weyers Cave Main Campus, Harrisonburg Center, and other leased spaces located in Augusta and Rockingham Counties, Virginia. Blue Ridge Community College, an agency of the Commonwealth of Virginia, is hereinafter referred to as the “College”. These services are to be provided by uniformed members of a recognized licensed security agency, hereinafter referred to as the “Contractor”. The Contractor shall have a minimum of five (5) year of experience providing the same type of scope of work as an unarmed security service as required in this solicitation. II. BACKGROUND: Blue Ridge Community College is one of 23 accredited public comprehensive community colleges in the Virginia Community College System. The College serves the Counties of Augusta, Rockingham, and Rockbridge, in addition to the cities of Waynesboro, Staunton and Harrisonburg. Public safety (campus safety and police) services are administered by the College Public Safety Department. III. SCOPE OF WORK: A. The Contractor shall provide all labor, equipment, materials, and supplies required for the satisfactory performance of public safety services for the College’s community members, equipment, buildings, and grounds. These services will include observing, reporting, and providing surveillance sufficient to provide deterrence, detection, and protection against breaches of the peace, disruptive activities, damage, vandalism, and loss from theft as outlined in the Requirements section of this IFB, the College’s Public Safety Operations Manual, and Post or Special Orders.
