General Requirements: Contractor is to furnish all supervision, labor, tools, equipment,materials, and incidentals necessary to coordinate and provide all Services within theterms, conditions, provisions, and schedules provided herein.1. Objectives:a. Achieve operational efficiencies, effectiveness and transparency for allAuthorized Users utilizing contract servicesPage 3 of 45b. Maximize cost savings and operational benefits through the aggregatedoperational efficiencies and effectiveness achievedc. Maximize usage by all identified Authorized Users to achieve and sustain a)operational efficiency and effectiveness, and b) achieve significant maximizationof cost savings through aggregated usage, and through maximum Contractor-driven efforts to market services to all identified Authorized Users, for the benefitof all parties.2. Staffing Requirements:a. Language: Contractor personnel shall be capable of communicating andcomprehending the English language (both verbally and in writing) to FullProfessional Proficiency (as defined by Interagency Language Roundtable "ILR"Level 4 standards), and as demonstrated by the ability to use English fluently andaccurately at all levels pertinent to professional and Contract needs, with theability to be completely, fully, and easily understood by the Commonwealth s staffand the general public.b. Image: Contractor personnel shall maintain at all times an attitude ofprofessional authority and courteous, helpful assistance. Assistance to the publicand facility employees is of primary importance. When firmness is required, itshall be exercised in a courteous and respectful manner, keeping in mind at alltimes that they are on public property, and that their comments and actions willbe representative of the Commonwealth and of any Authorized User. Everyreasonable effort to produce a pleasant, professional image of security force isrequired.c. On-Duty Activity: Contractor personnel shall remain engaged in professionaland security-related activities at all times and shall minimize personal or socialcontact and interactions between themselves and any facility staff, unless suchdiscussions are solely business-related.d. On-Duty Behavior: Contractor personnel shall exhibit the highest standards ofprofessional behavior and conduct at all times, and shall demonstrate only thehighest standard of professional courtesy, consideration, and customer service.Rules and regulations regarding Contractor behavior that shall apply at all timesinclude, but are not limited to:i.Contractor personnel appearing to be under the influence of alcohol or drugsshall not be permitted in any service location. In any event when this appearsto be the case, then the Contractor shall send a replacement person followingnotification by an Authorized User, and at the Authorized User s soledetermination.ii. Boisterous and/or rude behavior is prohibited.iii. Destructive and/or criminal activity is prohibited.iv. Parking in reserved, disabled and visitor designated parking is prohibited
