Specifications include, but are not limited to: 1. The Contractor shall provide all supervision, labor, tools, equipment, materials, supplies and incidentals necessary to coordinate and provide unarmed security guard services. These services shall include but not be limited to observing, reporting, and providing surveillance sufficient to provide deterrence, detection, and protection against breaches of the peace, disruptive activities, damage, vandalism, and loss from theft as outlined in this RFP, the College’s Public Safety Operations Manual, and Post or Special Orders. 2. The service shall be provided at the Weyers Cave Main Campus within an estimated 168 hours per week by unarmed, uniformed, trained, state licensed security officers certified as Campus Security Officer (CSO) per Virginia statute at the main campus. The hours of service may change (expand or reduce) with reasonable notice during the contract period and as necessary for emergencies, construction, special events, funding situations, or as campus law enforcement is available and scheduled. The College Director of Public Safety and the Vice President of Finance and Administration will provide operational oversight of contracted CSO. The Contractor shall be responsible for addressing Contractor procedures and issues related to human resources, scheduling, and payroll policies, practices, and procedures. 3. The Contractor shall have a minimum of five (5) years’ experience in providing security services to institutions of higher education or an agency of similar size to those requested in this solicitation. 4. The Contractor must have a field supervisor located within sixty (60) minutes of the College in the event a quick response is needed.
