The Defense Counterintelligence and Security Agency (DCSA) Office of Industrial Security (IS) is seeking a non-personal service contract to provide technical support and future development of the Safeguard (SFG), which enhances the Defense Industrial Base Common Operational Picture of Risk (COP-R). SFG will be integrated with the National Industrial Security System Increment Two (NI2) and must be accessible to stakeholders within the DCSA and other Government agencies. The Government shall not exercise direct supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
Objectives:
Move SFG capabilities from the non-classified internet protocol router network (NIPR) to the secret internet protocol router network (SIPR), Test SIPR servers and the user interface/user experience (UI/UX) for compatibility, Test different map compatibility, Identify CI data sources for ingesting into SFG, Introduce CI data into risk model. Services include technical support, SAFEGUARD enhancements, and collaboration and knowledge transfer as outlined below. The Contractor shall accomplish the following:
- Provide Tier 2 and Tier 3 technical support for the SFG, including troubleshooting, issue resolution, and user assistance.
- Develop and maintain comprehensive documentation for the SFG.
- Conduct regular system checks and performance monitoring to ensure optimal functionality and proactively identify potential issues.
- Collaborate with DCSA’s stakeholders to gather, analyze, and document current/future requirements for Safeguard.
- Collaborate with other contractors, and government entities working on SFG.
- Integrate CDAO sponsored data layer up to the SIPR level
- Automate data processing and integration into the Safeguard (SFG) model
- Ensure all new developments adhere to government security standards and regulations for handling sensitive data.
- Virtualize SFG and leverage cloud capability through containerization or virtualization
- Operate and maintain SFG in a container or virtual environment for testing software, applications, and code (i.e. virtual sandbox)
- Execute improvements in the Safeguard model
- Incorporate threat environment data up to the SIPR level
- Improve map textures, functions, and capability beyond current limitations
- BPT test and validate the compatibility of SFG with both Power BI and Tableau server environments
- Conduct user testing and incorporate stakeholder feedback within scope of work
- Collaborate effectively with other government contractors and stakeholders involved in the NI2 program and related initiatives.
- Participate in regular meetings and technical exchanges to ensure alignment and coordination across all stakeholders.
- Provide knowledge transfer and training to DCSA personnel and other designated users on new features, functionalities, and best practices for using the SFG.
