A. Provide an overview of existing international containerized cargo flows within the southwestern portion of Virginia and the northeastern portion of Tennessee. B. Conduct a site evaluation for southwestern Virginia and northeastern Tennessee to determine how many available sites would be suitable for private sector logistics development and based on the number of sites available, what are the estimated growth rates for international containerized cargo through a proposed inland port. C. Determine any incentives that would be required to justify private sector investment for logistics related warehousing and distribution. D. Estimate the potential economic impact of an inland port on private sector development and employment and assess the returns to the local community, the region, and the Commonwealth of Virginia. E. Conduct a risk assessment to evaluate market, financial, and operational risks associated with the inland port development, including potential shifts in trade policy, funding challenges, competition, potential for future development and logistical hurdles
