Scope of Work: The City of Hampton is seeking bids from qualified bidders to provide towing and storage services on an on-call as needed basis citywide. All services shall occur within Hampton City limits. This bid may be awarded to one or more responsive and responsible bidders. No amount of work is guaranteed under this contract. Services shall be available seven days a week, year-round, as-needed. The awarded Contractor shall perform services as specified in accordance with the standard of care and skill ordinarily possessed by reputable providers of vehicle towing and vehicle storage services. The awarded Contractor shall perform the expedited removal of private owned and/or City owned vehicles upon request. Vehicles shall include, but shall not be limited to, passenger cars, trucks, SUV’s, motorcycles, full size vehicles, commercial vehicles, RV’s, boats, and related items. Equipment such as trailers may also be requested. Towing Services shall consist of the towing of disabled vehicles from public roads, private property (as permitted), and designated parking areas. This may include: disabled, inoperable, abandoned, and illegally parked vehicles. Towing shall be requested by the Contract Administrator or designee. The vehicles that may be requested to be towed may be inoperable vehicles in violation of Hampton Code 24-39. Hampton City Code defines “inoperable vehicles” as any motor vehicle, trailer or semitrailer which is not in operating condition or does not display valid license plates or does not display an inspection decal that is valid or has been expired for more than sixty (60) days. Storage services shall be required and shall be provided by the awarded Contractor. Storage sites shall be located at the awarded Contractors storage facility(s). The storage facility shall be in the City of Hampton or no more than five (5) miles outside City limits. Contractors who do not have their own storage facility shall be deemed non responsible and unable to carry out the responsibilities of this resulting contract. The Contractor shall be liable for all damage that may occur to vehicles and/or equipment while held in the storage facility. The awarded Contractor shall furnish all labor, materials, equipment, transportation, tools and supplies necessary to provide the towing and storage services.
