Task 1 - Survey Design and Methodology • Develop a structured survey instrument tailored to assess the impact of BizLaunch’s technical assistance and programs on small business owners and entrepreneurs in Arlington, Virginia. • Identify and implement appropriate sampling techniques and data collection methodologies to ensure a statistically valid survey. • Ensure all survey design and administration practices align with industry best practices and research standards. Task 2 - Data Collection • Conduct an online survey targeting Arlington-based and small businesses and entrepreneurs from Arlington, Virginia and the surrounding DC Metro Area who have received technical assistance and programming opportunities through BizLaunch. • Coordinate and conduct focus groups or one-on-one interviews, upon request, to assess BizLaunch’s program effectiveness. • Implement measures to ensure data accuracy, integrity and representativeness across all collection methods, and must maintain confidentiality and secure handling of all collected data in accordance with Arlington County’s Data Protection policies. Task 3 - Data Analysis and Interpretation • Apply appropriate statistical and qualitative analysis techniques to interpret survey and interview data. • Identify key trends, strengths, and opportunities for improvement (within the small business support ecosystem). • Benchmark findings against industry standards and comparable technical assistance programs. • All data analysis must comply with applicable data protection standards, including anonymization of sensitive information and secure storage of raw data.
