The Virginia Department of Transportation (VDOT) is submitting this Request For Proposal to establish multiple contracts for each District and Central Office locations with qualified Offerors to provide and support comprehensive statewide armed and unarmed professional security guard services and provide other security related services to all VDOT facilities including bridges, tunnels, and ferries as required. Offerors may submit proposals for the Central Office location and/or some of the District locations. This procurement is being conducted on behalf of state agencies, institutions and other public bodies. This solicitation shall result in the establishment of multiple requirements based contract awards to professional security guard firms encompassing all nine (9) VDOT Districts and Central Office locations. VDOT Districts and Central Office users for contracts awarded and established under this RFP shall utilize Task Order Requests and Task Order procedures to obtain required services, Refer to Section III. D., Task Order Process. The VDOT Districts and/or Central Office locations may require that the Offeror be a qualified MARSEC Security Service firm that can provide security services required to meet compliance with MARSEC requirements for vessels and facilities. These specific requirements will be specified within the Task Requests and Task Orders if applicable. VDOT desires a minimum of two (2) Contractors awarded per District and Central Office. There is no maximum limit to the number of vendors that can be selected per District and Central Office. VDOT requires a pool of qualified professional security guard firms to provide services on an "as needed basis". Each Offeror awarded a contract shall be qualified to provide both armed and unarmed guard services "as required by VDOT". VDOT requires qualified, experienced personnel to be assigned by the awarded Contractors. VDOT wishes to enter into a contract for an initial period of one (1) year with four (4) optional additional one-year renewal periods. SECURITY GUARD SERVICES VDOT requires security guard services at select VDOT locations. Refer to Attachment H for maps for each district. The Central Office is physically located within the Richmond District area but is operated separate of the Richmond District location. Security personnel shall be uniformed. Steel toe safety shoes shall be required for all security personnel where necessary. Site specific requirements will be detailed in the individual task orders that are issued for each location. The following are commonly requested duties which may be performed under task orders. 1. Entrance Control: Operate and enforce a system of access controls, including inspection of ID forms and packages. Screening may also involve vehicle screening particularly at ferry sites. 2. Roving Patrol: Patrol routes of designated areas such as buildings, parking lots, public areas, warehouses and fence perimeters. 3. Traffic Control: Direct traffic (vehicle and pedestrian), control parking, check permits and ID forms. 4. Key Control: Receive, issue, and account for certain keys to a facility, both internal and external. 5. Security and Fire Systems: Monitor, operate, and respond to intrusion detection and fire alarm systems or protective devices. 6. Utility Systems: Monitor, record data, or perform minor operations for building utility systems. 7. Facility Rules and Regulations: Monitor compliance with, and enforce, posted applicable rules and regulations. 8. Lost and Found: Receive, store, and maintain accountability for found items. 9. Hazardous Conditions: Report all potentially hazardous conditions in accordance with awarded task orders. 10. Reports and Records: Prepare reports on accidents, fires, thefts, and other incidents. 11. Notifications of Authorities: Report suspected criminal activities to designated authorities. 12. Flying of the Flag: Monitor proper flag etiquette to include flying, taking down and replacement of the United States and Virginia flags. 13. Respond to Emergencies: Respond to emergencies, summon assistance, and assist public safety personnel in case of fire, bomb threat, assault, civil disturbance, or natural disaster. 14. Security Training: Provide security training services. 15. Transportation Services: Provided transportation services as per identified security requirements on an "as needed basis". 16. Detection Services: Provide, on an "as needed basis", services to detect illegal drugs and explosives. 17. Additional requirements may be applicable to specific locations. These requirements shall be identified within Task Requests and are subject to negotiation during the Task Order process No additional specifications were given.
