Specifications include, but are not limited to: 1. The Contractor shall furnish all labor, material, equipment and supplies necessary to provide unarmed or armed security officer services to the Central Virginia Training Center (CVTC) as defined in these specifications, including during times of emergencies or special situations. 2. The Contractor shall provide the means to fulfill the requirements identified herein. Implementation of the requirements includes, but not limited to assuring the physical security of the premises, controlling access to the facility, overseeing conduct of persons trespassing, assisting when protection of persons or property is required, and maintaining peace and order at CVTC. Security officer shall call 911 and notify the local authority if these acts should occur. 3. The security force shall act promptly as an observation and reporting agency. In this capacity, its personnel shall be constantly alert to situations/conditions conducive to injury or damage to the Commonwealth and the public. In those cases where immediate action by the security force will serve to neutralize such situations, security personnel will; at their discretion, take such action. 4. The Contractor shall provide uniforms, all required supplies (including logbooks, flashlights, patrol vehicle, computer, etc.) without cost to the Agency. These and all other additional costs shall be rolled into the rates in Section V – Pricing Schedule. 5. Security officer must report on time, in uniform, oriented to security duties, properly instructed, supervised. 6. Security officer shall at no time leave the designated premises while on assigned duty. 7. The security officer shall make rounds of the outside premises every hour on the hour. When not conducting hourly rounds of the premises, the security officer shall remain parked at the designated area to clearly see the entrance to the premises. 8. The security officer shall record a daily account of routine activities and observations. This daily account shall be submitted with invoices as verification of hours worked. In the event of a security incident, the security office shall complete and submit to the DBHDS Contract Administrator. 9. The Contractor should make every effort to assign regular officers to the facility. Training of new officers will be the responsibility of the Contractor’s Field Supervisor.
