The Town of Leesburg, Virginia (Town) is requesting sealed proposals from qualified engineering firms to provide engineering design services for development of an Interchange Access Report (IAR) for the South King Street and Route 7/15 Bypass Interchange Improvements project. This first phase of the design work will include all activities needed to develop an Interchange Access Report and obtain approval from the Town of Leesburg, Virginia Department of Transportation (VDOT) and all other approving stakeholders. This project consists of evaluation of improvements to the existing grade-separated interchange on South King Street and Route 7/15 Bypass to increase the interchanges efficiency and coordinate it with the construction of Loudoun Counties Rt Rt 15/Rt 7 widening projects from Rt 9 to the Dulles Greenway. South King Street and the Route 7/15 Bypass serve as major commuter routes and proposed development in this area will generate a significant increase in traffic volumes at this interchange. The existing grade-separated interchange at this location was built years ago, is already heavily congested, and cannot handle current traffic volumes. This project has been identified as a high priority interchange for Loudoun County and the Town, and is included in the TransAction 2040 Plan. The project will also include additional sidewalk improvements to connect the newer communities on the southeast side of the interchange to downtown.
