The purpose of this Invitation for Bid (IFB) is to solicit bids from qualified bidders to establish a small construction owner-contractor contract to provide renovations and regrading to the Rowser Complex Diamond Field located at 1739 Richmond Highway, Stafford, Virginia 22554. The successful bidder will provide all material, labor, and equipment to either conical and/or single/dual slope laser-guided grading of infields and add Luck Ecosystems Choice Plus Infield Mix (or equivalent) as needed to grade. Specifications of Luck Ecosystems Choice Plus Infield Mix and Premium Topsoil are attached for your reference as Attachment A & B. The work shall be done on Field 1, with a skinned infield at the Rowser Complex, 1739 Richmond Highway, Stafford, Virginia 22554; an aerial view of the field is included Attachment C. The Contractor shall follow the scope of work and quality requirements: • Provide all materials, labor, and equipment to completely reconstruct the baseball field, changing the percentage of slope from the outfield to the home plate to provide a well-drained surface that doesn’t erode with rain, removing excessive amounts of infield mix. • Include 75 tons of Choice Plus Infield Mix and 75 tons of screened topsoil in pricing. Include a per ton price for each ton over 75 tons. No dump trucks may be driven on the outfield or infield surfaces. All bulk materials should be dumped in the staging area and loaded onto turf/flotation tire carts to be brought onto the infield. • Compact no more than two inches of loose infield material at one time with roller or other acceptable means. • Broadcast and incorporate a minimum of two, and up to six pallets of soil conditioner into infield mix. • Verify depth of infield mix is a minimum of three inches. The use of automated, laser guided grading equipment is required for all grading on this project. Final laser grading will be by ABI Force with laser guided box blade and drag mat. • Verify and set all base anchors, pitching rubber, pitching mound, and home plate to the appropriate distances for said field, distances to be determined. • Reset fair poles, if needed, to accommodate new field layout. • On newly established infield arc and wings, the contractor shall provide and install approximately 9,000 sq. ft. of Tahoma Bermuda big roll sod; either 48-inch solid rolls or 42-inch split rolls are permitted. All netting must be removed from the sod and disposed of properly. Sod shall be installed with smooth, rubber track Kichler & Woerner Manufacturer Inc. (KWMI) Sod Installation Machines. Roll the sod following installation. Post installation watering and maintenance will be performed by Parks, Recreation, Facilities and Tourism (PRCF). • Repair any damage to the outfield grass area associated with access for this project with a Blue Tag Turf Type Tall Fescue Seed.
