Specifications include, but are not limited to: The Virginia Department of Transportation herein referred to as “VDOT” is soliciting bids from qualified firms to provide on an “as-needed” basis, specified crews to perform emergency clearing, cut and toss, of vegetative debris from VDOT right-ofway, generated by snow storms, ice storms, tornadoes, floods, preventative maintenance operations, or any other event as designated by VDOT. The service shall be performed on right of way on interstate, primary and secondary routes and also on VDOT facilities and /or VDOT leased property within Bedford, Botetourt, Carroll, Craig, Franklin, Henry, Patrick, and Roanoke Counties and the cities of Roanoke & Salem. 1. The Contractor shall provide all labor, supervision, equipment, tools, fuel, supplies, accessories, safety equipment, and incidentals, as necessary, to provide emergency debris removal services. Debris clearing services will be requested on an on-call, as needed basis, as a result of inclement weather events or emergency situations, as designated by VDOT. Scheduled or planned work is not a component of this contract. 2. Emergency debris removal is defined as cutting and clearing of any woody, vegetative, or foreign objects including, but not limited to, brush, broken limbs, broken tree stems, uprooted trees and trees with severe cracks or other severe defects, that may be blocking travel on VDOT maintained roadways and right of ways on interstate, primary and secondary routes, VDOT Facilities, and VDOT leased property, before, during, and after a weather or other designated event. The Contractor shall remove the debris from the roadway to re-establish the safe movement of traffic. The Contractor shall cut and clear the debris located on or above hard or non-hard surface roadways. 3. Unplanned road debris clearing is defined as the initial clearing of debris from the travel lanes in order to re-establish the (Safe) movement of traffic. Contractors shall cut, clear, piling all trees, trunks, limbs and debris located on, above or adjacent to hard or non-hard surface roadways to the edge of the shoulder a minimum of 3 feet from the edge of the road or as far back as necessary to address a hazardous condition (i.e.: spears and daggers) as directed by VDOT personnel. The Contractor is not responsible for hauling away the debris, just clearing the road so traffic can continue.
