Specifications include, but are not limited to: 1. Purpose of the Request A. Prince William County is issuing this Request for Proposal (RFP) to solicit proposals to establish a contract through competitive negotiation for the Prince William County Community Services Board (CSB) and on behalf of the Cities of Manassas Park and Manassas to provide residential services to individuals with developmental disabilities. Services include the operation of group homes providing daily twenty-four (24) hour support, residential sites providing regular ongoing support of less than 24 hours daily, and the provision of individually determined supportive services on an as-needed basis to individuals in their own homes. B. The County intends to award contracts for these services to a pool of Contractors. The County may award a contract to Offerors whose proposals demonstrate that they meet the quality standards set forth in this RFP. Once a Contractor executes a contract, CSB shall provide the names of the Contractors to individuals and families at the time of their annual individual plan or when dissatisfied with current provider so that they can exercise their choice in selecting a Contractor from the qualified list. The County reserves the right to award contracts in the aggregate, by individual service, or in any combination, as deemed to be in the best interest of the County. C. To promote the maximum choice for individuals and their families, the CSB reserves the right to re-solicit proposals for these services at any time during the contract period to acquire new providers. The period of any contract subsequently executed shall not exceed the term of the contracts awarded under this RFP. D. Medicaid Waiver and Residential Services 1) Offerors shall be a Medicaid Waiver provider of congregate and in-home support services to be considered for award of a contract.
