Specifications include, but are not limited to:The purpose of this Request for Unsealed Proposals is to solicit unsealed proposals to establish a contract with one qualified Contractor to research, develop, review and edit materials, and write a resource manual for small food processing businesses. II. STATEMENT OF NEEDS: Overview: As part of the Manufactured Food Regulatory Program Standards (MFRPS) federal grant, a resource manual is being developed by the VDACS Food Safety Program for small and very small food processors, and Farmer’s Markets (vendors and market managers) in order to comply with state and federal laws and produce food which is safe for the citizens of the Commonwealth. The Small Food Processors Manual will be available in print and as an e-book posted on the VDACS website http://www.vdacs.virginia.gov. Contractor Requirements: Research and review the Virginia Food Laws, the Code of Federal Regulations (CFR’s), the Federal Drug and Cosmetic Act (FD&C Act), the Manufactured Foods Regulatory Program Standards (MFRPS) and requirements of Food Safety Modernization Act (FSMA) to incorporate applicable items in the manual; Meet with VDACS Food Safety Program managers and resource partners to help compose and review draft documents; Incorporate revisions to draft for final plan, editing documents into a manual format for use as an e-book and hard copy; and Complete project in the agreed upon timeframe.
