The Town of Wytheville (Town) has been awarded an Energy Ingenuity Grant by the Tobacco Region Revitalization Commission. The grant will provide $50,000 to compliment an additional $50,000 in Town matching funds for development of an Energy Action Plan. Therefore, the Town is seeking Expression of Interest (EOI) proposals from qualified firms specializing in development of energy action plans. The Town’s Community Energy Action Plan will review town-owned facilities to identify those with the greatest potential for improved energy efficiency, sustainability, and resilience, and will provide a detailed study of selected facilities with high potential for energy savings. Facilities that may be targeted for the detailed study include the Town’s Meeting/Recreation Center, Water Treatment, and Wastewater Treatment Plants. This Request for Qualification (RFQ) will be used to select the firm which has the knowledge, experience, and skillsets to complete the major tasks associated with this project. The project start date is proposed for February 1, 2026. Task order negotiation with the chosen firm will be used to identify the major milestones needed for the project, to define the project scope and budget, and to outline the roles and responsibilities of both the selected firm and the town staff, for the successful completion of the project. It is hoped that the Town of Wytheville Community Energy Action Plan will help the Town achieve the following goals. • Position the town to implement innovative approaches to reduce energy demand. • Reduce energy costs by improving the Town's energy efficiency and reducing total electricity use by 20% over 10 years. • Explore opportunities to develop renewable energy generation at Town facilities. • Plan for resilient infrastructure with energy storage or backup for critical services. • Reduce the town's carbon footprint.
