The Defense Medical Information Exchange Program

THIS IS A REQUEST FOR INFORMATION (RFI) ANNOUNCEMENT ONLY. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.
The Defense Health Agency Contracting Activity (DHACA) Defense Healthcare Management Systems Contracting Division (DHMS-CD) in support of Program Executive Office (PEO) Defense Healthcare Management Systems (DHMS), Enterprise Intelligence Data Solutions (EIDS) / Defense Medical Information Exchange (DMIX) Program Offices, anticipate issuing a sole source contract to Healtheway, Inc. dba eHealth Exchange, for an estimated sixty-month performance period, for subscription offered by Healtheway, focusing on the following areas:
- Providing standardized, query-based, secure, and interoperable access to clinical health patient records with healthcare organizations and networks with varying technology platforms
- Establish and manage a single, common agreement for governance of participating healthcare organizations
- Conducting (HL7) content testing with established processes and toolsets
- Enabling exchange with other federal agencies (Social Security Administration, Department of Veterans Affairs, Indian Health Service and Food and Drug Administration)
- Leveraging data exchange using FHIR (Fast Health Interoperability Resources)
- Providing access to performance monitoring tools with data exchange metrics and operational monitoring
DHMS-CD is issuing this RFI for planning purposes and for assistance in determining whether reasonable alternatives to a non-competitive contract action exist to ensure timely delivery of the required capabilities at the required level of quality.
Interested parties may submit a written response stating how they would timely and effectively fulfill the requirement and include appropriate documentation describing how this is able to be made possible with negligible performance risk. The written response should provide sufficient detail to allow for an assessment by the Government without the need for additional information. Responses to this RFI are not quotes upon which the DHMS-CD can issue a contract. Therefore, the Government does not intend to award a contract based on responses to this RFI.
The applicable North American Industry Classification System (NAICS) is 518210 and the applicable Product Service Code (PSC) is R425.
