This is a SOLICITATION for commercial items prepared in accordance with the provisions of FAR Subpart 12.6, using Simplified Acquisition Procedures for commercial items found at FAR 13.5, as supplemented by the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The RFQ number is N4215825Q0014. This solicitation documents incorporates provisions and clauses in effect through Federal Acquisition Circular and DFARS Change Notice. This contract action is being solicited as a 100% small business set-aside. The NAICS code is 811310, PSC J039, and the Small Business Size Standard is $12,500,000.00.
Request for Responses:
The Norfolk Naval Shipyard (NNSY) Contracting Department requests responses from qualified sources capable of providing services as outlined in the Statement of Work. Interested parties are advised to carefully read and understand the Statement of Work, the scope of work involves the maintenance of 24-wheel module cylinders belonging to an NNSY 150 Ton Heavy Lift Transporter (HLT).

Responsibility and Inspection:
Unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control.
The Solicitation will close on August 29, 2025, at 6:00 AM. All questions must be submitted before August 27, 2025, at 4:00PM. The expected period of performance for this solicitation is from September 15, 2025, through March 18, 2026.
Offerors are required to follow the instructions outlined in the solicitation, which includes compliance with FAR 52.212-1 (Instructions to Offerors—Commercial Items). Proposals will be evaluated under best value for the government, based on three key criteria: technical capability, past performance, and price.
