The contractor shall provide all management, transportation, tools, supplies, equipment, and labor necessary to support Facility Manager and Access Control at the 114,000 sq ft Ryan Center on Joint Base Langley-Eustis (JBLE), Langley Air Force Base (LAFB), Virginia (VA) in a manner that shall ensure continuous and reliable service. The contractor shall provide services to include administrative and facilities/systems management support and operational support in the execution of facilities access and visitor control, administration and monitoring of electronic security systems (ESS), random antiterrorism measures, and emergency actions as specified within this Performance Work Statement (PWS). Headquarters Air Combat Command Directorate of Operations (HQ ACC/A3) has a requirement for contractor personnel to provide administrative, facilities/systems management, and security/visitor control support to the Operational Support Facility (OSF)/700th Air Support Squadron. Level of effort increase may be required to support a surge in mission requirements. The contractor shall possess all of the below experience in facility management and project management applications. The contractor shall possess demonstrated and verifiable practical experience within, but not limited to, the following areas:Generating, processing, and tracking work requests for maintenance of the facility/systems. Unmanned plant surveillance and maintenance, on a regular and/or as needed basis of the following paragraphs. In any instance where the contractor cannot resolve the issue on his/her own, they shall call the 633 Civil Engineering Squadron (CES) for repairs. Heating, Ventilation and Air Conditioning (HVAC) systems. Contractor shall assess problems/issues that affect the functionality of this system, and then determine and initiate corrective actions.Electrical systems. Contractor shall assess problems/issues that affect the functionality of this system, and then determine and initiate corrective actions. Plumbing systems. Contractor shall assess problems/issues that affect the functionality of this system, and then determine and initiate corrective actions. Structural systems. Contractor shall assess problems/issues that affect the functionality of this system, and then determine and initiate corrective actions. Fire protection systems and alarms. Contractor shall assess problems/issues that affect the functionality of this system, and then determine and initiate corrective actions.
