The City is seeking a qualified Vendor to provide drive-through car wash services for the Police Department fleet. The fleet consists of approximately [135] vehicles, including sedans (e.g., Dodge Charger), SUVs (e.g., Ford Interceptor Utility), and pickup trucks. The goal is to maintain a professional appearance for all patrol and administrative vehicles while ensuring the protection of vehicle equipment and decals. ... 3. Wash Specifications The Vendor shall provide a fully automated drive-through wash. At a minimum, the "Basic Wash" package for the City must include: • Pre-Soak: Application of cleaning solution to loosen road grime. • High-Pressure Wash: Removal of dirt and debris. • Undercarriage Wash: High-pressure spray to remove salt, mud, and corrosive materials from the vehicle chassis (critical for winter maintenance). • Spot-Free Rinse: De-ionized or reverse osmosis water rinse to prevent spotting. • Power Dry: High-velocity air drying. • Soft Cloth/Hybrid: The wash process may utilize soft-cloth technology, provided the Vendor guarantees the material will not damage vinyl decals, light bars, or paint finish. • Interior Cleaning Amenities: The Vendor must provide highpower vacuums for interior cleaning. Access to self-service vacuum booms at no additional cost to the driver at the time of service. 4. Fleet Management & Authorization To prevent fraud and track usage, the Vendor must utilize an automated tracking system. • Identification Method: The system must validate authorized vehicles using one of the following methods: o RFID windshield tags (preferred). o License Plate Recognition (LPR). o Fleet cards assignable to specific vehicle IDs. • Data Capture: For every transaction, the system must record: o Date and time of service. o Vehicle ID number (Asset #) or License Plate number. o Location of the wash (if Vendor has multiple sites). o Cost of the service.
