Specifications include, but are not limited to: The selected offeror shall provide three (3) full time maintenance technicians consisting of two (2) Maintenance I and one (1) Maintenance II, who will report to the Authority’s Maintenance Supervisor from 8:30 a.m. to 5:00 p.m. daily, Monday through Friday. Maintenance technicians will participate in “On-Call” rotation on Saturdays, Sundays and holidays, to be scheduled by the FMA Maintenance Supervisor. The selected offeror shall be responsible to maintain continuous staffing of three (3) technicians. Contractor provided staffing shall not be less than two (2) technicians for longer than two (2) consecutive work days. The selected offeror shall provide substitute/replacement technicians as needed during scheduled vacations and planned absences expected to exceed two (2) consecutive work days. Substitute/replacement technicians shall be equally or better qualified than the absent technician and will be billed at the same pre-agreed upon rate as the absent technician. Qualifications of the maintenance technicians shall be as follows: Maintenance I: General Maintenance, light electrical & plumbing and HVAC experience Maintenance II: HVAC Certified The Residential Maintenance Technicians shall have the necessary skills commensurate with residential maintenance including but not limited to: plumbing, light electrical, HVAC, light carpentry, painting, dry wall and plaster repair. Technicians will complete maintenance tasks as directed by the FMA Maintenance Supervisor. A high standard of professional appearance is expected by the FMA. Proper work attire will be worn by all maintenance technicians during regular and non-regular working hours including on-call weekends and holidays while on-site. Contractor will be responsible for providing appropriate work attire to technicians. Attire to be approved by FMA. The selected offeror shall use its best efforts to do, or cause to be done, everything reasonably necessary or desirable to hire maintenance technicians from the Hampton Roads Area. The Contractor is solely responsible for hiring, interviewing and background screening potential technicians. Maintenance technicians are required to maintain a valid drivers’ license with no pending action while assigned to Fort Monroe. A lapse in driving privileges for any reason will be cause for termination. The maintenance technicians shall pass a comprehensive background screening to include credit history, criminal history and employment history. The background screening shall be provided to the FMA for approval prior to the technician reporting for work on this contract. Safety training for technicians and training to maintain the required qualifications as specified above will be the responsibility of the selected offeror. FMA will assume financial responsibility for additional skills training only when required by the Authority. The FMA shall provide all tools, equipment and supplies required to perform the maintenance and/or repairs. Transportation while the technicians are on-site will not be provided by FMA. Owner may reimburse Contractor for technicians’ use of personal vehicles while onsite during regular labor hours FMA-RFP-140-2016 Page 8 of 11 only, not for commuting to and from Fort Monroe. Technicians will submit mileage reimbursement requests along with weekly time sheets for approval. The Authority will be responsible for all communication with residents regarding work orders. Should it be determined that it is necessary for an outside contractor to be hired to complete a work order, FMA will contract directly with an appropriate individual or firm. The Authority shall be responsible for final inspection and approval of all work performed by outside contractors. FMA will be responsible for determining scope of work for any turns and initiating all work orders. All keys to residential units will be supplied by FMA and will be returned to the Residential Leasing Office at the end of each day. Should keys be lost, stolen or otherwise not returned, the selected offeror will be responsible for the cost of replacing the keys or the locks in the case of an occupied unit. Incidental charges associated with on-call service, including but not limited to, parking fees, toll charges, tickets, etc. shall be incurred by the selected offeror at no additional charge to FMA. The on-call technician will be paid for on-call labor hours from the time they arrive at the work site until the emergency has been resolved or the technician leaves the work site. In response to an emergency call, the technician may request mileage reimbursement equivalent to the mileage from their place of residence to Fort Monroe with a maximum of 30 miles. The selected Offeror shall provide and maintain at its sole expense the required insurance: Workers Compensation and Employers Liability with statutory compensation benefits and $500,000 per coverage bodily injury and disease limits. Crime Insurance providing Employee Dishonesty coverage in the minimum amount of $1 million. Professional Liability for errors and omissions with a per occurrence limit of not less than $1 million protecting FMA against losses from the negligent acts, errors, and/or omissions of Contractor’s officers, agents and employees. Any and all other insurance necessary to adequately provide services specified herein. The selected Offeror is an independent contractor and the execution of a contract resulting from this RFP shall not be construed to create a joint venture or partnership arrangement between FMA and the contractor. The Residential Maintenance Technicians will be and will remain employees of the selected Offeror. Time cards, attendance, performance and discipline will be done by the selected offeror not by the Authority.
