Specifications include, but are not limited to: The City of Franklin, Virginia, on behalf of the City of Franklin and Southampton County (individually “City” and “County" respectively, collectively “Owner”), invites written proposals from qualified OFFERORS to provide a 700 MHz P25 Phase 2 Trunked Radio System to serve the City and County’s public safety personnel. The purpose of this Request for Proposal (RFP) is to provide OFFERORS with a common, uniform set of instructions for the development of proposals. In addition, this RFP will function as a standard from which to evaluate the OFFEROR’S products and services as they compare to other offers and as they pertain to the needs of the City and County as defined in this document. OFFERORS interested in providing the specified goods and services shall submit a Proposal as instructed in this Request for Proposals (RFP). The Owner seeks to replace their legacy VHF conventional radio systems, and requires a single contractor to provide a P25 trunked radio system: infrastructure, dispatch consoles, connectivity network, and subscriber radios necessary to support the new radio system that will provide services throughout the entire City and County. The City and County are located west of the City of Suffolk in the southwestern Hampton Roads Region. The City and County have a total area of 610 square miles, with a combined population of an estimated at 26,176. The existing radio systems serve a combined 680 public safety and public service personnel. The new communications system will serve all public safety and public service radio users in the City and County. The successful OFFEROR shall design and install fixed infrastructure equipment, dispatch equipment, microwave backbone equipment, and physical facilities needed to support the infrastructure equipment. The fixed infrastructure equipment, dispatch equipment, microwave backbone equipment, and physical facilities must be maintainable for at least fifteen (15) years after Final System Acceptance, and the Owner desires the successful OFFEROR to offer maintenance for fifteen (15) years after final acceptance
