The intent of this solicitation and resulting agreement is to obtain the services of a qualified contractor for a comprehensive, cloud-based software solution to support the mission of the Arlington County Police Department’s (ACPD’s) False Alarm Unit. The False Alarm Unit of ACPD addresses all County false-alarm issues, including any alarm signal that elicits an ACPD response when no evidence exists of criminal activity to justify a police response (excluding cancelled police responses by the alarm user prior to police arrival). The County does not have a software solution to manage the records and compliance of third-party system testing contractors within the County. The False Alarm Unit currently relies on our Criminal Justice Records Management System (CJRMS), Computer Aided Dispatch (CAD) system and manual processes to manage and administer the False Alarm program. The Contractor must provide a comprehensive outreach plan to address unregistered alarm systems. The plan must include details on how the Contractor intends to initially measure and obtain a baseline on unregistered alarm systems in the County. The plan must provide details on how the System will track the percentage of registrations completed and metrics around community outreach, specifically tracking details on the frequency and method of contact with responsible parties for alarm systems. The plan must be updated annually to track progress and provide updated metrics surrounding the percentage of registrations completed.
