KGC desires to engage the services of qualified professional engineering firms to perform a variety of professional engineering services, which may include civil, structural, mechanical, electrical and controls, construction management, inspection services, and associated surveying, environmental, permitting geotechnical, and architectural services. The awarded firms may also be expected to perform plan review assistance on utility, stormwater, and building projects as needed. The scope of services for this RFP is outlined below and each description of services is general in nature. Services performed under this contract shall meet applicable Virginia Department of Transportation (VDOT), Virginia Department of Environmental Quality (VDEQ), Virginia Department of Health (VDH), American Association of State Highway and Transportation Officials (AASHTO), Americans with Disabilities Act (ADA), Owner requirements and standards, as well as other applicable local, state, or federal regulations. Group 1 — General Civil Engineering Services shall consist of but are not limited to the various subcategories of civil engineering services listed below: Civil Engineering Water modeling and analysis Water and wastewater system analysis, design, permitting, and construction services Site requirements and/or development of site plans meeting local, state and federal rules, regulations and codes Feasibility studies, audits, and on-site surveys of designated areas. Provide accurate cost estimates for construction projects. Construction inspections and Administration Services. Land Appraisals, Easement Acquisitions, and Right of Way Acquisitions. Concept Planning including schematics and basic concept illustrations Additional basic engineering services as required. Site Plan Review – Site Plan Review shall consist of the engineering services listed below and shall include but is not limited to: Review site and subdivision plans submitted by developers for compliance with the Virginia Department of Environmental Quality (DEQ), the County’s Erosion and Sediment Control and Stormwater standards and requirements, and Chesapeake Bay Preservation Area requirements on an “As Needed and Requested Basis”. The Engineer reviewer shall have fourteen (14) calendar days from receipt of the plans to submit all comments, calculations and redline drawings to the Owner. The Engineer reviewer shall be available after the initial submission to answer questions and resolve any outstanding issues with staff. The Engineer reviewer shall be prohibited from reviewing plans submitted by his/her own firm, the firm’s sub-contractors, a partner firm or any other organization whereby the review could create a potential conflict of interest. Group 2 — Traffic and Transportation Engineering Services shall consist of but are not limited to the various subcategories of services listed below: Transportation Facility Design Complete transportation facility design services, which may include vehicular, pedestrian, bicycle, and transit facilities. Roadway construction plans Signing and marking plans Traffic signal design plans Maintenance of Traffic and Transportation Management Plans Traffic Engineering Prepare Traffic Impact Analysis (TIA) documents Conduct reviews of TIAs on behalf of the County (i.e., “second opinions”) Traffic data collection Traffic simulation and modeling Traffic forecasting Transportation Planning Planning services related to federal and state funding grants / programs Multimodal planning aspects, including bicycle, pedestrian, and transit Traffic calming Public Involvement Support Citizen information meetings Stakeholder engagement assistance Other related Design and Analysis Work/Services
