Specifications include, but are not limited to:Security systems at P&P offices include 1) access control, 2) intrusion/duress/smoke detection, 3) video surveillance and 4) security paging. The DOC seeks to contract for these systems as a service to furnish and install system components, to provide ongoing system maintenance, and to provide offsite monitoring. All locations should be integrated on a single platform and all systems should be viewable by authorized DOC staff person from a DOC workstation. The basis of award includes both technical merit, as defined by the technical evaluation criteria and applied by the selection committee, and price, as defined by the price evaluation criteria. By the contents of this RFP and by detailed discussions with the DOC, we request a written plan to provide the security system components, including taking over the maintenance of the existing security system components, to install new security systems, and to maintain and monitor those systems. This document will be called the technical proposal. The technical proposal should meet the minimum requirements established in the technical proposal submission requirements section below. Technical proposals will be received by hand delivery until 2:00 p.m. local time on Tuesday 19 January, 2016 at the DOC address above. The DOC will work with each firm which has submitted a technical proposal to make sure all the technical proposals meet the programmatic needs of the DOC. Any proposer may withdraw during this period. Following these discussions, each remaining proposer will be asked to amend their technical proposal based on discussions with the DOC, and to present that final technical solution to the DOC in an interview format for evaluation.
