A. The Contractor shall provide all necessary labor, transportation, supervision, equipment, tools, materials, supplies and all incidentals as necessary to provide “on call as needed” commercial plumbing services on a time and materials basis to the facilities owned and operated by the Fredericksburg District. 1. EXAMPLES OF SERVICES REQUIRED: Services that may be requested will include, but are not limited to installing, repairing, restoring, servicing, maintaining: a. Interior, exterior, and underground leak or infiltration detection, isolation and repair to include the ability to camera scope and clear stoppages/obstructions (“snake”) within sanitary and storm sewers. b. Repair, replacement, restoration, and/or installation, to include eye wash stations, clearing stoppages, of indoor and outdoor plumbing fixtures such as sinks, toilets, urinals, hot water heaters, faucets, water fountains, hose bibs, etc. c. Size and establish interior, exterior and underground piping to move air or liquids such as water, wastewater, brine, or chemicals to/from storage tanks, pumps, fixtures and equipment such as potable water applications, brinemaking equipment, water heaters, ice machines, boilers, baseboard heating systems, air systems, etc. d. Install, replace, test, repair, and maintain safety and conservation measures such as shut-off valves, diverter valves, backflow prevention devices, metering devices, spill containment measures, pipe insulation, etc. e. Utility detection, in-ground trenching, excavation, and backfilling to fix leaks and install pipes at protected depths from freezing and overhead loading from heavy vehicles. f. Preparing schematics, drawings, or riser diagrams of work planned and/or completed. g. Tracing wire must be added to any underground work h. All piping from/to utility service connections (water, wastewater, and storm water) throughout the VDOT lot to final interior or exterior application. i. Well pump replacements and service ii. Ability to inspect, maintain, and annually test and report to local Health Department on system condition and operation of alternative systems. 2. TYPICAL FACILITIES WHERE WORK WILL BE PERFORMED: Facilities where work will be performed shall consist of, but not limited to, office buildings, equipment storage buildings, equipment shops, material storage building, etc. VDOT reserves the right to add or delete locations within the counties indicated above at any time. See Attachment K for list of facility locations and addresses. Award of this solicitation will be made on a Per Lot basis with the lots identified as follows: a. Lot 1 – District Lot and Fredericksburg Residency b. Lot 2 – Saluda Residency c. Lot 3 - Northern Neck Residency Any bidder who enters $0, “No Bid”, “N/A” on a pricing blank or leaves it blank shall be considered nonresponsive. 3. WORK PERFORMED UNDER THIS CONTRACT: Work performed under this contract is limited to noncapital outlay projects that do not require the services of an architect or engineer. If the Contractor determines at any time that the requested work constitutes new construction beyond renovation of existing facilities; installs new equipment or systems that did not previously exist; or requires an architect or engineer in accordance with the Construction and Professional Services Manual (CPSM), the Contractor shall notify the VDOT Contract Administrator that the requested work, or the portion thereof, cannot be accomplished under this contract. B. REQUIREMENTS WHICH THE CONTRACTOR SHALL COMPLY WITH: 1. EXPERIENCED, QUALIFIED PERSONNEL: The Contractor shall provide licensed, technically competent, properly trained and experienced personnel capable of performing the assigned plumbing work without direct VDOT supervision. Bidders shall be a Class A Licensed Contractor registered with DPOR with the PLB (Plumbing) specialty. The Contractor shall provide a list of employees intended to work on this contract, indicating the employees’ level of skill and licenses, on Attachment C titled Vendors Qualifications and Equipment Certifications. Bidder shall provide a photocopy of all individuals plumbing licenses issued by DPOR. Bidders shall be able to provide a representative list of past experience for each employee if requested by VDOT. VDOT reserves the right to reject any of the Contractor’s employees who, in VDOT’s judgment, are not adequately qualified to perform the work. a. Master Plumber: • The Master Plumber must be available to VDOT on an on-call, as-needed basis requested by the VDOT Contract Administrator or their Designee when the complexity of the work demands a Master Plumber’s expertise. b. Journeyman Plumber: • All work assigned and completed shall be inspected and verified by a DPOR licensed Journeyman Plumber. c. Helper: • An Employee classified as a Helper shall possess previous plumbing experience working in the construction industry. • The Helper shall be directly supervised by a Contractors Journeyman Plumber. d. Backflow Prevention Certification: • The Contractor shall provide a person with the experience, education and licensure required by DPOR. e. Trenching/Excavating/Utility Marking: • It is the Contractor’s responsibility to provide trained and experienced personnel to complete trenching and utility marking. • The Contractor will not charge separate labor rates or equipment for time required to trench, backfill, or mark utilities as this service will be paid at the helper rate. 2. CONTRACTOR’S CAPACITY TO PERFORM: The Contractor shall ensure his capacity to perform work under this contract, even though there may be other contractual responsibilities to VDOT or elsewhere. The Contractor shall commence work within the timeframe required herein. a. Award made on one (1) Lot only, the Contractor shall supply the following staff: • One (1) DPOR Licensed Master Plumber • One (1) DPOR Licensed Journeyman Plumber • One (1) Helper b. Award made on two (2) or three (3) Lots, the Contractor shall supply the following staff: • One (1) DPOR Licensed Master Plumber • Two (2) DPOR Licensed Journeymen Plumbers • Two (2) Helpers In the event of 2 call outs on the same day, work orders marked emergency must be addressed first. 3. LABOR RATES: Bid prices for labor shall be in the form of a firm fixed price for the line items described in the pricing schedule. Bid prices shall include all direct and indirect overhead costs such as contract management, project management, supervision, standard tools and equipment, consumable supplies, transportation, mileage etc. No extra costs will be allowed during the contract period.
