The purpose of this Request for Proposals is to solicit sealed proposals to establish a contract through competitive negotiation with one (1) qualified firm to provide professional physician/medical services in the Richmond Metro area. The Contractor shall also serve as medical consultant to the Department of State Police hereafter known as VSP, an agency of the Commonwealth of Virginia, and may need to provide collaborative or supervisory services and direction to the Department’s Medical Office on an as needed basis. II. BACKGROUND: VSP conducts approximately two (2) Trooper Basic Sessions and approximately two (2) Lateral/ Cohort Trooper sessions per year and hires numerous new employees (civilian and sworn) which require various physical and mental examinations. VSP is responsible for the applicant’s testing in accordance with the American College of Occupational and Environmental Medicine (ACOEM)’s Guidelines and Human Performance Systems, Inc.’s, Medical Guidelines for Virginia State Police, to be sure they are mentally and physically able to perform the functions of the desired position. It is anticipated that approximately 300+ evaluations/medical services will be required over a one (1) year period, not guaranteed. Pathway to Trooper applicants, Re-hire and Reserve Troopers, Attorneys, Special Agents and safety sensitive positions will be subject to the same pre-employment physical and mental examination. III. STATEMENT OF NEEDS: The Contractor shall provide all necessary medical services normally associated with a police agency of this type. The Contractor shall meet the following requirements and provide the following Services to include, but not limited to the following: A. SPECIALTY EXAMINATIONS – All designated personnel will require the following test in a threeyear cycle consistent with 29 CFR 1910.120 as listed: 1. BOMB SCHOOL a. Year One: i. FBI Hazardous Device School Physical ii. Vision Test with Color Vision Screen, tested with a Titmus vision machine iii. Pure Tone Audiometry, test is conducted in a hearing booth iv. Blood Work 1. CMP, comprehensive metabolic panel 2. CBC, complete blood count 3. Cholesterol and Lipid Panel 4. PSA, over 39 years 5. TSH, Thyroid Stimulating Hormone 6. HgA1C, hemoglobin A1C v.
