Specifications include, but are not limited to: Establish a contract with one qualified contractor through competitive sealed bidding to provide photographic services for commencement and yearbook pictures. 1. The Contractor shall provide photographic services for all commencement exercises. 2. Commence exercises may be held at varying dates and times two (2) in May and one (1) in December. 3. The Contractor should be flexible and allow for any changes in the ceremony format or presentation as required by University. The Contractor shall be prepared to take pictures either inside or outside depending on the weather conditions. The location of the commencement ceremony will be determined and provided to the Contractor by the Special Events Coordinator. Commencement exercises are held in the Multi-Purpose Center locate on the campus of Virginia State University. 4. In the scope of duties to provide photographic services, the Contractor shall not impede, interrupt or distract from the commencement exercises in any way. 5. The Contractor should use hand-held, battery-powered equipment. Cords, light stands, tripods or people on stage may not be allowed, as this could detract from the dignity of the ceremony. 6. All photographs shall be in color. 7. The Contractor shall photograph each student participating in the commencement exercise in a diploma and handshake pose on the program stage. The Contractor shall be capable of photographing graduates receiving their diploma at the rate of one every ten seconds. 8. Within ninety (90) days of the commencement ceremony, the Contractor should provide the University’s Special Events Coordinator with a complimentary leather-like photo album, with 25 to 30 5” x 7” candid photographs of the commencement ceremony, to include, but not be limited to speakers, faculty, administrators, the graduation procession, the graduating class, parents and guests. The album shall have the University name and the graduation year embossed on the cover, i.e., “Virginia State University, 2014 Graduation”.
