The contractor shall designate a primary point of contact (POC) who remains accessible via phone and/or email throughout the duration of the contract. The contractor shall designate a secondary point of contact (POC) who remains accessible via phone and/or email throughout the duration of the contract. RRCS will engage the secondary POC in the event the primary POC is unavailable. The contractor shall provide all necessary equipment, materials, personnel, and pest control products required to remove pests and rodents from the RRCS properties listed in Attachment E. The Contractor shall provide comprehensive exterior pest management services designed to prevent, control, and monitor pest activity across all Agency properties, with indoor treatment performed only upon ECS request. The Contractor shall perform routine perimeter applications around building foundations, exterior structural features, vegetation lines, and high-risk outdoor areas using EPA-approved products appropriate for exterior use. The Contractor shall install, service, and maintain exterior rodent bait stations and insect monitoring devices, ensuring compliance with regulatory requirements and manufacturer guidelines. The Contractor shall identify, treat, and remove exterior nests and harborage areas for wasps, hornets, and other flying insects, and shall provide seasonal treatments where necessary to reduce outdoor pest pressures. The Contractor shall conduct outdoor inspections during each service visit and provide written recommendations regarding sanitation, vegetation management, moisture reduction, and other environmental conditions that contribute to pest activity. The Contractor shall perform monthly exterior treatments at a minimum, with additional services rendered on an as-needed basis at no extra cost for pests covered under the contract. The Contractor shall adhere to Integrated Pest Management principles by prioritizing inspection, monitoring, and non-chemical measures before applying chemical treatments. The Contractor shall submit service reports after each visit documenting pest activity, treatment methods, monitoring results, and recommended corrective actions. The Contractor shall ensure all technicians are properly licensed and certified for commercial pesticide application and that all services comply with applicable federal, state, and local regulations. The Contractor shall supply all equipment, products, and materials necessary to perform exterior pest management and shall conduct all work in a safe manner that minimizes risk to Agency personnel, clients, and the public. The Contractor shall limit indoor treatments to Agency-requested situations only and shall not perform interior applications unless exterior measures have been applied and verified. The Contractor shall remove exterior rodent carcasses or visible pest debris upon request and dispose of such materials in compliance with applicable regulations. The Contractor shall evaluate exterior lighting fixtures and provide recommendations for reducing pest attraction associated with lighting placement or bulb type. The Contractor shall monitor exterior structural components—such as soffits, gutters, vents, and overhangs—for signs of pest nesting or entry and shall report deficiencies requiring Agency attention. The Contractor shall perform seasonal intensification of exterior services during peak activity months and adjust treatment methods as required to maintain effective pest suppression. The Contractor shall install, service, and maintain tamper-resistant exterior rodent bait stations in accordance with all state regulations and manufacturer specifications. The Contractor shall document all findings, recommended corrective actions, and treatments performed in these areas in the monthly service report.
