1. Introduction
The U.S. Army Contracting Command – Rock Island (ACC-RI) is issuing this Request for Information (RFI) / Sources Sought Notice to comply with DFARS PGI 206.302-1(d) regarding potential sole source awards. The Government is currently considering a sole source award to Pegasystems for Pegasystems products and services supporting the Global Combat Support System–Army (GCSS-A) Disconnected Operations (DISCOPS) and other unidentified solutions. This RFI is solely for market research purposes to confirm the lack of viable alternatives and does not constitute a request for proposals, nor is it a commitment to solicit proposals.
2. Background & Justification for Potential Sole Source
The Army utilizes the Pegasystems platform for the GCSS-A DISCOPS solution. The Government believes Pegasystems currently possesses unique, proprietary knowledge, expertise, and intellectual property essential for maintaining and enhancing this critical capability. Specifically, Pegasystems provides a uniquely integrated platform encompassing Business Process Management (BPM), Robotic Process Automation (RPA), Customer Relationship Management (CRM), and Artificial Intelligence (AI) – all built on a single, low-code foundation. Initial market research conducted in July and August 2025 indicates Pegasystems is the only vendor currently capable of providing a fully integrated solution meeting the Government’s requirements for DISCOPS, including development, sustainment, and enhancement.
3. Requirements – Focus on Uniqueness
The core requirement is the continued support and enhancement of the existing GCSS-A DISCOPS solution. This necessitates a platform with the following key characteristics, which the Government believes are uniquely met by Pegasystems:
- Integrated Low-Code Platform: A single, unified platform encompassing BPM, RPA, CRM, and AI capabilities, minimizing integration complexities and maximizing efficiency.
- Existing DISCOPS Implementation: Deep understanding and existing implementation within the GCSS-A DISCOPS environment, including existing configurations, customizations, and data structures.
- Proprietary Knowledge: Possession of proprietary knowledge and intellectual property developed during the initial DISCOPS implementation and ongoing support.
- Disconnected Operations Capability: A demonstrated ability to provide a functional and effective disconnected operations capability.
4. Information Requested – Focused on Challenging the Sole Source Justification
ACC-RI seeks information specifically to determine if other firms can provide a solution that demonstrably replicates the integrated capabilities and existing implementation of Pegasystems without significant duplication of cost or unacceptable delays.
Please provide the following information, focusing on how your solution addresses the unique requirements outlined in Section 3:
- Company Name and CAGE Code
- Demonstrated Ability to Replicate Integrated Platform: Describe your platform and specifically how it replicates the integrated nature of the Pegasystems platform (BPM, RPA, CRM, and AI) on a single foundation. Do not simply list individual capabilities; demonstrate how they are unified.
- Existing Department of Defense (DoD) DISCOPS Experience: Provide details of any experience implementing and sustaining disconnected operations capabilities within the DoD, specifically with systems similar in complexity to GCSS-A.
- Proprietary Technology & Knowledge Transfer: Describe any proprietary technologies and your approach to rapidly acquiring and replicating the existing proprietary knowledge base associated with the current DISCOPS implementation.
- Cost & Schedule Impact: Provide a preliminary assessment of the cost and schedule impact of transitioning to your solution, compared to continuing with Pegasystems. Specifically address potential costs associated with data migration, system integration, and knowledge transfer.
- Statement of Ability: A clear statement regarding your ability to meet the Government’s requirements without significant duplication of cost or unacceptable delays.
5. Important Notes
The Government acknowledges Pegasystems’ current position in the market. This RFI is being conducted to fulfill DFARS PGI 206.302-1(d) requirements and ensure a thorough market assessment. The Government anticipates awarding a five-year Indefinite Delivery Indefinite Quantity contract with a ceiling of $1,500,000.00. Award will be made on a sole-source basis to Pegasystems unless compelling evidence of viable alternatives is identified through this RFI. All information submitted will be treated as proprietary.
