Specifications include, but are not limited to: The purpose of this Request for Proposal (RFP) is to solicit sealed proposals from qualified vendors that will result in a reimbursement contract through competitive negotiations for the purchase of comprehensive pediatric specialty services for children with sickle cell disease and other related hemoglobinopathies ages birth-through their 21st birthday in the Tidewater and Northern Virginia areas of the Commonwealth. The Virginia Department of Health (VDH), Office of Family Health Services (OFHS), an agency of the Commonwealth of Virginia, is making this RFP. A. The Pediatric Comprehensive Sickle Cell Clinics provide and coordinate care for children and youth diagnosed with sickle cell disease and other related hemoglobinopathies. This care is comprehensive and includes ongoing patient and family education about disease complications and treatment, disease specific health maintenance services that meet the established standard of care, access to timely and appropriate treatment of acute illness, and psychosocial support. Contractors shall provide care and related services as recommended by the National Institutes of Health, National Heart, Lung, and Blood Institute document, The Management of Sickle Cell Disease.https://www.nhlbi.nih.gov/health-topics/evidence-based-managementsickle-cell-disease B. Youth are eligible to receive services from the Pediatric Comprehensive Sickle Cell Clinic Network if they are: residents of the Commonwealth, between the ages of birth and their 21st birthday, and diagnosed with sickle cell disease. The clinic in the Eastern area is expected to serve the general region including counties of Accomack, Isle of Wight, Northampton, Southampton and York; and cities of Chesapeake, Franklin, Hampton, Newport News, Norfolk, Portsmouth, Poquoson, Suffolk, and Virginia Beach. The clinic in the Northern area is expected to serve the general region including counties of Stafford, Spotsylvania, Prince William, Fairfax, and Loudoun; and cities of Alexandria, Arlington, Fairfax City, Falls Church, Fredericksburg, Manassas, and Manassas Park. These service areas are not binding and clients have the right to exercise choice of provider system. No financial eligibility criteria are required for clients to receive services. However, clients receiving direct health care services are subject to the financial eligibility and payment requirements associated with the Contractor’s policies and sliding scale charge schedule. C. The Contractor shall appoint a “Program or Nurse Coordinator” who will be the key contact for VDH. The Program or Nurse Coordinator is responsible for working with the VDH Blood Disorders Program Coordinator.
