This phase focuses on conceptual site planning, preliminary architectural layouts, and basic engineering systems to support payload integration, testing, and hazardous material handling. Key spaces - such as clean rooms, integration bays, control rooms, and support areas - are defined in rough floor plans, emphasizing functional flow and operational efficiency. Structural systems, foundation concepts, and utility connections are outlined, along with initial HVAC, electrical, plumbing, and fire protection strategies tailored to the facility’s specialized needs. Specialized equipment, environmental controls, and safety features are identified, including provisions for secure access, hazardous containment, and blast protection.
