Specifications include, but are not limited to:Arlington County seeks a qualified organization to provide housing information and education services to low and moderate income tenants facing displacement due to renovation or redevelopment of by-right and site plan projects. These activities will help maintain, and further develop, an informed tenant community that is knowledgeable and empowered to exercise their rights and understand their role in obtaining and maintaining affordable housing in the County. The Contractor shall provide staffing, with bilingual (Spanish and other languages as necessary) capabilities to build relationships with tenants, owners and developers at multi-family rental complexes facing rehabilitation, redevelopment or condominium conversion on by-right developments. The Contractor shall work in concert with County staff and other nonprofit organizations to provide the following services: 1. Outreach and Education The Contractor shall provide outreach to educate tenants regarding their rights and responsibilities under the law and shall: •Work collaboratively with County staff to provide information on securing or maintaining residents in rental housing, including one-on-one counseling in the following areas: rental assistance programs, budgeting for rent payments, education on client and landlord rental rights; •Provide information on tenants’ rights under federal and state laws and local ordinance and guidelines regarding specific projects involving condominium conversions, development, rehabilitation and relocation in multi-family properties, with a particular focus on low and moderate income tenants; •Assist tenants with the development of new tenant associations; strengthen and build the capacity of existing tenant associations; •Provide tenant/landlord education and counseling on Fair Housing Laws; and •Develop and distribute educational materials to tenants and landlords on safe and code compliant housing
