1. In addition to other requirements contained in the RFQ, the Applicant shall comply with all MOA requirements: 2. All services shall be provided in strict compliance with the VDOE academic standards. 3. Provide quality preschool education programs and services for at-risk three (3) and/four (4) year-old children residing in the City of Alexandria to ensure they are ready to successfully enter kindergarten. 4. Provide for the safety of all children, as well as prepare and complete all necessary accident documentations. 5. Demonstrate imagination and resourcefulness in planning and working with children. 6. Demonstrate responsibility for budgeting and maintaining accurate financial records. 7. Supervise the proper management of building areas in which the services are being rendered to ensure that the environment is safe, secure, and hygienic and does not endanger the safety and well-being of children. 8. Be responsible for the development of age-appropriate curriculum, schedules and activities for the children. 9. Upgrade existing programs to meet criteria for comprehensive, quality preschool programs to include new, unserved children. 10. Implement a program that shall consist of full and/or half-day care throughout the school year. 11. At all times, each preschool classroom shall serve no more than (18) eighteen to (3) three and/or (4) four year olds with one (1) teacher and one (1) highly qualified instructional assistant, providing a staff/child ratio of nine to one (9:1)...
