Specifications include, but are not limited to: The offeror shall provide two (2) Canines and requisite training for two (2) police officers in the handling of dual purpose canines. As a minimum the offeror's services shall include: • The purchase of two (2) canines to be trained. • The training for two (2) officers as handlers. •Each canine shall be trained in patrol functions that must include Obedience, Article Search, Area Search, Tracking, Building Search and Aggression Control/Apprehensions. •Each canine must be trained in Narcotic Detection. The canines shall be trained to detect the four (4) base odors (Marijuana, Cocaine, Methamphetamine, and Heroin) •The canines must be able to function in different environmental conditions. (i.e. no adverse reactions to different surface conditions such as slick floors, open stairways or loud conditions etc.) •The canines shall be free of health defects. The offeror must provide health guarantees of a reasonable duration. •Police Canine Teams must be able to pass a certification offered by a state or national organization specializing in police service dog training. (i.e. NAPCH, NAPWDA, VPWDA, USPCA, etc.) •All canines shall be unconditionally guaranteed to perform to agency standards after successful completion of the initial training program. Any canine that fails to perform to these standards during the agency’s initial year of ownership shall be returned to the Contractor and replaced at the Contractor’s expense. Unconditionally guaranteed means that the Contractor will replace canines and provide initial training at no additional charge for one (1) year from the date of completing all training.
