Specifications include, but are not limited to: The purpose of this Request for Proposal (RFP) is to solicit sealed proposals to establish a contract through competitive negotiation to furnish all material, equipment, labor and supervision to install in place a fully operational Parking Access and Revenue Control System (PARCS) for the Market Street Parking Garage. A. The contractor shall provide a PARCS to replace and upgrade the current Federal/APD cashier pay on exit system at the Market Street Parking Garage. This shall include installation and any electrical, masonry, and structural improvements. B. Equipment shall be designed, fabricated, and installed to operate effectively under the climate and conditions to which the equipment will be exposed. All equipment is for interior use and will not be exposed directly to weather, including cold, heat, rain, snow and ice. C. The contractor shall provide a schedule/timeline of installation, to include an experienced field representative to meet with City staff or its designated subcontractor, before any work begins, to review and coordinate equipment installation plans. The contractor shall remove and dispose of existing parking equipment as directed by owner and identify any potential for reuse or monetary credit for the existing equipment. All existing equipment is hard wired to the Lanier Parking office through conduit. Any construction or constructionrelated work (i.e. concrete pads, mounting bolts, electrical requirements, etc.) necessary to accommodate the new Parking Access & Revenue Control System equipment shall be identified and included in the cost proposal. Identify existing equipment or materials that may be re-used. The garage must remain operational at all times during installation. D. The PARCS must easily be able to: 1. Handle variable parking rates and accept cash, credit card or city issued smart card payments; 2. Allow and track access for billing of monthly parking permit holders through separate software by Lanier Parking; 3. Facilitate billed back parking validations at variable rates and for variable durations.
