Specifications include, but are not limited to: The City of Norfolk is seeking a responsible vendor to provide online vehicle auctioneer services; 1. The City will schedule with the Contractor a date and time to physically inspect all vehicles up for auction to see if they start/move, note obvious damage, and record mileage. a. The City will take the same number of photographs of each vehicle up for auction to be posted on the Contractor’s website. b. The Contractor shall record video during the inspection to be posted on the Contractor’s website. c. The City and the Contractor shall determine the start and end dates of each online auction, preferably to close on a Wednesday or Thursday before 12:00pm. d. The City and the Contractor shall determine minimum bid amounts for each vehicle. e. The City and the Contractor shall determine terms and conditions for the sales. 2. The Contractor shall provide vehicle descriptions as inspected. The City will provide the following information for each vehicle to be included in the auction listing: a. Lot #; b. Year; c. Make; d. Model; e. Serial #; f. The City’s Ticket #; g. Key; h. Key Fee; i. Mileage. 3. Bicycles shall be inspected and described in the same manner as vehicles, as specified in paragraphs 1 and 2 above. 4. The Contractor shall conduct all online auction posting and marketing: a. The Contractor shall provide marketing services in the form of weekly newsletters. The Contractor shall have a marketing database of no less than 10,000 subscribers. A report shall be made available showing subscribers upon request. These must be individual subscribers and not an affiliated group database such as a network or association. b. Advertising/marketing shall be listed on a minimum of four (4) auction marketing websites for each auction not including Contractor’s website. This marketing shall be above and beyond the minimum required for the marketing database. 5. The Contractor shall have security systems in place that provides fraud protection/screening of potential bidders that register on the Contractor’s website with a credit card to reduce duplicate registrants and fraudulent activity.
