Stafford County Public Schools (Stafford Schools) is seeking proposals from qualified offerors to provide quality services to ensure that Stafford Schools’ stormwater management assets and facilities are performing as designed to maximize and reduce the impacts of stormwater runoff on local streams, the Potomac River and the Chesapeake Bay. Our objective is to ensure that Stafford Schools is compliant with the applicable requirements of the Virginia Stormwater Management Program (VSMP) regulations and Virginia Department of Environmental Quality requirements. All work will be performed on Stafford Schools owned properties by a properly licensed contractor through the Virginia Department of Professional and Occupational Regulation (DPOR). The successful offeror(s) shall provide all materials, parts, labor, equipment, supervision, management and all other items or services necessary to operate, maintain, repair, and/or perform all activities described herein. All work shall be performed in accordance with all applicable Federal, State, and local law as well as industry standards and specifications. Services shall maintain the existing stormwater management facilities optimum functionality, as well as meet the requirements for the Virginia Department of Environmental Quality (DEQ) reporting. The successful offeror(s) will not provide any reporting directly to DEQ. All reporting to DEQ will be communicated and sent by the Stafford Schools’ Contract Administrator. The offeror(s) shall provide the Stafford Schools’ project manager with a summary of the site condition pre and post completion of work and services for each task order. The successful offeror(s) shall provide on-call as needed maintenance of existing stormwater conveyance systems to include, but not limited to, routine repairs, retrofit, replacement and reconstruction and installation of new systems. The successful offeror(s) shall provide services for new stormwater conveyance systems which may include implementation of flood mitigation designs, installation of new storm sewer or conveyance channels, and restoration of natural channels using Natural Stream Design.
