1. ASSUMPTIONS & CALCULATIONS: a) Wall height 10’ or less - If any walls above 10’ are to be included, Stafford Schools will request a quote for the additional area from the contractor in accordance with SUPPLEMENTAL WORK - A b) Calculating Cost - Each space is calculated by measuring each wall, and determining the area by square feet. If the entire space is not to be painted (only selected walls are) the Contractor shall provide a quote based on the required wall(s) to be painted in accordance with SUPPLEMENTAL WORK - A c) Ceilings & floors – All ceiling and floors shall be calculated using the area of the space (length x width) d) Window & Doors - are listed as separate base bid items. e) Lead Paint Hazard Reduction – Assume all rooms do not contain lead-based paint. If lead hazard reduction measures are required, Stafford Schools will request a quote from the contractor in accordance with SUPPLEMENTAL WORK. f) Lead Paint Usage –Lead paint shall not be used in performing any work against any contract resulting from this solicitation. g) Materials: Materials are to be included in all Base Bid quotes. See 3. Material Specifications below. h) Labor: Labor is to be included in all Base Bid quotes and Supplemental Work - B. i) Surface Coverage: Apply a minimum of one (1) primer coat and one (1) topcoat minimum for each room to provide a durable finish. Final acceptance will be based on adequate coverage. Cloudiness, spotting, laps, brush marks, runs, sags, ropiness and other surface imperfections will not be acceptable. Apply all primers and topcoats as per the paint manufacturer’s instructions. Base Bid quotes are to be priced on a per coat basis. The final number of coats required will be requested on a per project basis by the Stafford Schools’ project manager. 2. SURFACE PREPARATION a) Drywall and Masonry – Must be clean and dry. All nails and screw heads must be set and spackled. Joints must be taped and covered with a joint compound. Spackled nail heads and tape joints must be sanded smooth and all dust removed prior to painting. Assume that all rooms will require minor repairs such as dings, dimples, dents, cracks, open joints and nail holes to prepare surfaces for painting. If repairs are to be more extensive, Stafford Schools will request a quote from the contractor in accordance with The Supplemental Work procedures for drywall and plaster repairs. b) Plaster - Damaged areas must be repaired with an appropriate patching material. Bare plaster must be cured and hard. Textured, soft, porous, or powdery plaster shall be treated with a solution of 1-pint household vinegar to 1 gallon of water. Repeat until the surface is hard, rinse with clear water and allow to dry. The pH of the surface should be between 6 and 9, unless the products to be used are designed to be used in high pH environment. Assume that all rooms will require minor repairs such as dings, dimples, dents, cracks, open joints and nail holes to prepare surfaces for painting. If repairs are to be more extensive, Stafford Schools will request a quote from the contractor in accordance with the Supplemental Work procedures for drywall and plaster repairs. c) Hand Tool Cleaning - removes all loose mill scale, loose rust, and other detrimental foreign matter. It is not intended that adherent mill scale, rust, and paint be removed by this process. Mill scale, rust, and paint are considered adherent if they cannot be removed by lifting with a dull putty knife. Prior to hand tool cleaning, remove visible oil, grease, soluble residues, and salts by the methods outlined in Steel Structures Paint Council Surface Preparation Specification No. 1 (SSPC-SP1). For complete instructions, refer to Steel Structures Paint Council Surface Preparation Specification No. 2 (SSPC-SP2). d) Remove existing loose scaling, peeling or cracking paint. Scrape, sand, wire brush (electric grinder with brush, discs or scrapers) surfaces smooth enough to receive finish. No sandblasting. Feather edges into sound adjoining surfaces and dust clean. Such treated surfaces are to receive paint preparation (sealer, primer, etc.) treatment and paint to cover surface. Remove projecting nails, screws or hooks then fill all holes, cracks and defects. On wood work with loose and peeling paint, use electric grinder with disc or use wood scrapers. e) Patch cracks and holes. Prime and paint all patched holes. Caulk all cracks around windows, doors, walls, foundations, etc., by using acrylic latex caulk and by reputtying sashes and painting where needed. f) Sand, clean, dry, etch, neutralize and/or test all surfaces under adequate illumination, ventilation and temperature requirements. g) Remove any stickers or foreign objects from surfaces to be finished or painted. h) Protect glass, screen and finished surfaces adjacent to painted surfaces. i) Prior to all surface preparation and painting operations, completely mask, remove or otherwise adequately protect all hardware, accessories, machined surfaces, plates, lighting fixtures and similar items in contact with painted surfaces but not scheduled to receive paint. j) Contractor shall be responsible for providing in-place, adequate and clean cover and protection. k) Contractor will protect with tape, paper, and/or drop cloths all finished floors, glass, cabinets, tops, appliances, ceramic tile, bathroom fixtures, brick, concrete, rugs, carpets, hardware, wallpaper, furniture and naturally finished surfaces not to receive paint. Contractor will clean or case to have cleaned at their own expense any paint applied to such surfaces and/or fixtures. l) Contractor shall provide protection to any area, building light fixtures, windows, doors, solar panels, etc. not to be painted and make immediate clean-up of all paint spills or splashes. m) All over-painted, over-sprayed items of work shall be cleaned to the satisfaction of Stafford Schools. n) Mask off all items subject to damage of over-painting. o) Putty or fill all nail holes, dimples, cracks, open joints and other defects. p) Pigeon and pigeon droppings are a problem in some areas. Contractor shall remove droppings before painting proceeds. q) Contractor shall be responsible for storage. No storage will be provided by Stafford Schools. r) Contractor shall supply all “wet paint” signs, equipment covers, barricades and any other specialty items that may be required. s) Contractor shall be fully responsible for securing all equipment and property belonging to the Contractor. t) At no time will rinsing of painting equipment (brushes, rollers, tips, mats, hand tools, etc.)
