Pursuant to the authority at FAR 12.603(c)(2):
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Please identify the
Country of Origin for the items needed and the method of payment will be made through Wide Area Workflow (WAWF).
Include all surcharges and delivery costs in final price of quote.
Include all part numbers and manufacturer.
(ii) The solicitation number for this is N0018925QTRAL and will be issued as a request for quotation (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-04.
(iv) The Government intends to negotiate a firm-fixed-price (FFP) purchase order for rental services. The associated NAICS code is 531110 with a small business size standard of 34 (millions of dollars).
(v) Line items are detailed as follows:
The Contractor shall provide the following deliverables:
- Modular Office Space:
- One (1) modular office structure, measuring 60 feet by 24 feet (60' x 24'). The modular office must be comprised of multiple units joined and sealed together to create a single, contiguous office space. The Contractor is responsible for ensuring a watertight and weatherproof seal between the units.
- The modular office must contain three (3) individual offices within the larger 60' x 24' structure. The configuration of these offices within the larger space is subject to approval by the Government Technical Representative (GTR) prior to installation.
- Workstations:
- Sixteen (16) "L" shaped workstations, each measuring 5 feet by 7.5 feet (5' x 7.5'). The Contractor is responsible for the delivery and installation of these workstations according to a layout approved by the GTR prior to installation.
- Note: Chairs will be provided separately by the Command and are not part of this PWS.
- Ancillary Equipment:
- Anchors: Provide and install sufficient anchors to securely fasten the modular office to the ground, ensuring stability and compliance with local building codes. The type and placement of anchors must be approved by the GTR prior to installation.
- Skirting: Provide and install skirting around the perimeter of the modular office to conceal the undercarriage and create a finished appearance. The skirting material should be durable and weather-resistant.
- Canopy Steps: Provide and install canopy steps at each entryway to the modular office, providing safe and convenient access. The steps must meet all applicable safety standards and be securely attached to the modular office structure.
- Wi-Fi Data Hub:
- Provide and install a Wi-Fi data hub capable of connecting to both Cox Communications internet service and the Navy Marine Corps Intranet (NMCI) network.
- The hub must support secure wireless access for all sixteen (16) workstations and offices.
- The Contractor is responsible for ensuring the hub is properly configured and secured according to NMCI security standards. The Contractor will coordinate with the Government's IT department to ensure compatibility and compliance with NMCI network policies.
- The Contractor must provide documentation and support for the Wi-Fi data hub, including troubleshooting and maintenance.
- Services:
- Delivery: Transport all equipment (modular office, workstations, anchors, skirting, and canopy steps) to the designated delivery location: COMNAVSURFLANT, Norfolk, VA 23511, US. The Contractor is responsible for all transportation costs and logistics.
- Set-up and Installation: Assemble and install the modular office, including joining and sealing the individual units, installing anchors and skirting, and attaching canopy steps. The Contractor shall ensure that all work is performed in a professional manner and meets all applicable safety standards and building codes.
- Furniture Installation: Assemble and install the sixteen (16) L-shaped workstations according to a layout approved by the GTR. This includes connecting all necessary components and ensuring that each workstation is level and stable.
- Breakdown and Removal: Upon completion of the rental period (as specified in the contract), the Contractor shall dismantle the modular office, remove all equipment (including workstations, anchors, skirting, and canopy steps), and transport it away from the delivery location. The Contractor is responsible for restoring the site to its original condition, removing all debris, and disposing of waste materials in accordance with all applicable environmental regulations.
(vi) This requirement is for Office Trailer Rental in support of Commander, Naval Surface Force Atlantic (CNSL)
(vii) The required Period of Performance (POP) is: Twelve (12) months after delivery and install. The PLACE OF PERFORMANCE is: COMNAVSURFLANT, Norfolk, VA 23511 FOB Destination will be used.
(viii) The provision at FAR 52.212-1, Instructions to Offerors - Commercial applies to this acquisition and is included in the attached "Clauses and Provisions", Attachment 1.
(ix) The provision at FAR 52.212-2, Evaluation - Commercial Items will be used and is included as Attachment 1. The vendor’s proposed price will be evaluated on the basis of price reasonableness in accordance with FAR 13.106.
(x) The provision at FAR 52.212-3 – ALT I, Offeror Representations and Certifications - Commercial Items (DEVIATION 2025-O0003/ DEVIATION 2025- O0004), applies to this acquisition and must be completed with any quote. It is included as Attachment 1.
(xi) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items applies to this acquisition and is included as Attachment 1.
(xii) The clause at 52.212-5 (RMBO), Contract Terms and Conditions Required To Implement Statutes Or Executive Orders - Commercial Items (DEVIATION 2025-O0003/ DEVIATION 2025- O0004), applies to this acquisition and all the applicable FAR clauses cited with this requirement are included as Attachment 1.
(xiii) All clauses and provisions applicable to this requirement are included in the attached "Clauses and Provisions", Attachment 1.
(xiv) The Defense Priorities and Allocations System (DPAS) rating does not apply to this acquisition.
(xv) All quotes are due by the date and time specified in this posting and shall be submitted via email to the POC email address stated in this posting.
