The Office of the City Attorney (the "Office") provides comprehensive legal services to the City Council of the City of Virginia Beach and the City's component departments. The Office includes 24 attorneys and approximately 10 professional staff. The Office seeks to engage a vendor to provide an online legal research platform as befits a municipal law office. The Office will desire a flat rate arrangement that allows access for the aforementioned 24 attorneys and 10 professional staff to a minimum of the following resources: • Federal and State court reporters, • Virginia circuit court reporter, • Virginia statutes, annotated, • Virginia Attorney General Opinions, and • Specialized services for federal litigation and employment law. In meeting the above, the current product lineup for which the Office seeks equivalent products are as follows: National Primary Enhanced; VA Enhanced with Full Federal; Employment Lit; Fed Lit Guide; and VA Practice Library. Additionally, the Office would like two licenses (one for an attorney and one for a professional staff person) to allow records searches of persons and corporate entities in furtherance of the Office's governmental and law enforcement responsibilities.
