The Department of State, Office of Global Acquisitions, Acquisition Management Directorate, Office of Diplomatic Mission Support, Security Staffing and Countermeasures Division (A/GA/AMD/DMS/SEC/SSC) intends to award a firm-fixed price contract to a single source to Oxygen Forensics, Inc., 909 N. Washington St., Ste 300, Alexandria, VA 22314-5510 under the authority of FAR 13.106-1(b)(1)(i) Only one source is reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization. This announcement constitutes the only solicitation; quotes/proposals are not being requested and a written solicitation will not be issued.
The requirement is to provide Oxygen Forensics Detective Licenses made by Oxygen Forensics for eight (8) Oxygen Forensic® Detective SMS licenses and one (1) Oxygen Forensic® Detective Network (10 concurrent connections) SMS Renewal. The period of performance is one base year plus two options years.
Base year POP: 5/18/2025 - 5/17/2026
Option Year One POP: 5/18/2026 - 5/17/2027
Option Year Two POP: 5/18/2027 - 5/17/2028
Computer forensic analysts assigned to DS/CTI/CIF depend on professional computer forensic applications to complete their digital computer and mobile forensic analysis examinations in support of federal criminal investigations. One of those applications is Oxygen Forensics Detective Licenses made by Oxygen Forensics. Oxygen Forensic Detective is a software application that will ingest various data formats and parse it out in a manner that can be reviewed by someone who has been trained in forensic analysis.
All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Responses must include a written narrative statement of capability, including detailed technical information demonstrating the company's ability to meet the above requirements. Written responses must be received no later than May 02, 2025 at 11:00 am ET to the person listed as the Government point of contact in this announcement.
