Specifications include, but are not limited to: 1.The Project generally consists of the construction of a new 11,725 square foot, single story Town Hallto include site development of approximately two (2.0) acres. The new Town Hall will include alladministrative functions of the Town, the Town Police Department, and new Council Chambers. Theproject will be completed in two phases: Phase I – Construction of New Town Hall; Phase II –Demolition of existing Town Hall and associated site work.2.Site work includes, but is not limited to the clearing and grading of approximately 2.0 acres forimprovements consisting of:Earthwork, sheeting and shoring, excavation and fillRough and fine gradingEntrance improvements to W. Marshall Street along the site’s frontageNew Entrance improvements to Pendleton StreetSWM facilities, including but not limited to temporary measures swales, ponds, bio retention,and manufactured treatment devicesWet and dry underground utilitiesOpen channel and closed conduit storm drainage systemSanitary sewerSite and roadway lightingSite signage and pavement markingCurb and gutter, sidewalks, and concrete and asphalt pavingLandscaping and tree preservationErosion and sediment controls, including permanent and temporary stabilizationSite furnishingsDumpster area and enclosureDemolition of existing conditions3.The mechanical work includes, but is not limited to, HVAC, plumbing and sprinkler systems andautomatic temperature controls. The building heating, ventilating and air conditioning (HVAC) systemshall be a Hydronic Multizone Variable Air Volume (VAV) System with Sensible Cooling ATU’s. Aground mounted air-cooled heat recovery modular chiller, integrated pumping system, and 4-pipechilled water (CHW) and heating water (HW) loop to serve sensible cooling/heating air terminal unitslocated throughout the building. Outside air will be supplied directly to the spaces via a roof mountedair-cooled packaged DX DOAS unit. The building HVAC systems shall be controlled by a web-basedDDC building automation system. The main building domestic water heating system shall consist ofstorage tank-type electric water heaters. A wet-pipe sprinkler system located throughout the building.The building will be equipped with an addressable fire alarm system throughout, with visible andaudible devices, smoke detectors, heat detectors, and manual pull stations. A Fire Alarm AnnunciatorPanel (FAAP) and a Fire Alarm Control Panel (FACP) will be located in the Entry Vestibule.3.The electrical work includes, but is not limited to an electrical service. The service will be fedunderground from the local Utility Company (Dominion Power) pad-mounted transformer. The maintransformer shall feed multiple panel switchboards. A new diesel fired generator shall be provided toserve the main building life safety, stand-by, and normal loads. Interior lighting will be LED; fixturetypes are primarily direct/indirect, downlights and troffers. Exterior building mounted fixtures shall beLED. Site lighting fixtures shall be solar powered. The building shall be provided with a lightningprotection system.4.The building shall have a Data/Communication Network System complete with backbone andhorizontal cabling. All system components and installation, with the exception of the wireless accesspoints and network switches, shall be by the Contractor. The building shall also have the followingsystems: CCTV, Intercom, Facility Wide Paging, Access Control/Alarm, Audio/Visual, and SecuritySystems. All system components and installation shall be by the Contractor.
